지휘통제의 본질과 발전방향: 지휘의 술(Art)과 통제의 과학(Science), 두 요소의 조화를 중심으로 = Essence and Future Development of Command and Control: Achieving Harmony Between the Art of Command and the Science of Control

국문 초록 (Abstract)

현대전은 불확실성과 복잡성이 심화됨에 따라, 지휘관의 통찰력과 정밀한 정보체계가 동시에 요구된다. 그러나 기존 연구는 C4I 등 기술 중심의 정보체계에 치우쳐 지휘의 인간적·예술적 요소에 대한 고찰이 상대적으로 미흡했다. 본 연구는 이러한 문제의식에서 출발하여, ‘지휘의 술’과 ‘통제의 과학’이 상호보완적으로 작동할 때 비로소 효과적인 지휘통제가 가능하다는 점을 규명하고자 하였다.
인천상륙작전과 걸프전쟁, 베트남전쟁과 러시아의 키이우 공세를 비교 분석한 결과, 지휘관의 전략적 통찰, 명확한 지휘의도, 예하부대의 자율성, 그리고 과학적 통제가 유기적으로 결합되어야 작전 성과를 달성할 수 있음을 확인하였다.
이에 따라 우리 군의 지휘통제 발전을 위한 세 가지 방향으로 ‘지휘의 술’과 ‘통제의 과학’을 융합할 수 있는 전략적 리더의 육성, JADC2 기반 지휘통제 역량 향상, 임무지휘에 기반한 실전적 과학화전투훈련 강화를 제시하였다.

Modern warfare’s growing uncertainty and complexity require both the commander’s strategic judgment and technologically advanced information systems. Yet prior research has focused largely on technology-driven C4I systems, overlooking the human and artistic dimensions of command. This study argues that effective command and control emerge from the complementary integration of the Art of Command and the Science of Control.
A comparative analysis of the Incheon Landing, the Gulf War, the Vietnam War, and Russia’s Kyiv offensive demonstrates that operational success depends on the interplay of strategic insight, a clear commander’s intent, subordinate initiative, and scientifically grounded control.
The study proposes three directions for improving the ROK military’s command and control: developing strategic leaders who can balance art and science in command; strengthening JADC2-based C2 capabilities; and expanding mission command–oriented, scientifically grounded combat training.
