It is intended in this study to find out the factors that had arrested the development of the Korean local autonomy during the Japanese colonial period.
The results of the analysis of the Japanese colonial policies in Korea explain us the process of the breakdown of the traditional local communities which had been the local autonomy units.
The serial reorganization of the local administration area and its governning structure had deprived the inhabitants of the local community identity and the positive participation.
The Japanese Registration Project of Landownership had made the rural communities fall in destitution. The destitution had been the strong rural pushing factor and had resulted in collapse of the entity of local communities.
The Japanese colonial social welfare policy for the destitute had weakened the inhabitants of their traditional emotional community interdependancy.
All of these are the factors that had arrested the development of the local self governning system in Korea.
