테크 스타트업 연구개발 투자의 사회, 경제적 성과 창출 효과 = The Social and Economic Impact of Investing in R&D for Tech Startups

국문 초록 (Abstract)

전세계적으로 국가 기간산업부터 소비재에 이르기까지 4차 산업혁명 기술 위주의 디지털 전환과 그린 에너지로의 패러다임 변화가 가속화하는 가운데 기술창업 기업에 관한 연구가 집중되고 있다. 기민함과 민첩함을 무기로 신기술을 사업모델에 접목해 빠르게 성장하는 이들 기술창업 기업은 국가적 신성장 동력으로 일자리 창출과 국가 경제성장을 선도하기 때문이다. 기술 창업기업은 언어 장벽이나 시장 제약을 극복할 수 있는 기술의 특성을 무기로 규모의 경제 위주의 대한민국 산업 지형을 변화시키고 있고, 정부도 막대한 자금을 투입하여 이들의 연구개발을 지원한다. 한편, 기술창업 기업의 경제적, 사회적 성과 창출에 관해서는 연구자들간 견해가 엇갈리는 추세다. 이에 본 연구는 다수의 딥테크 스타트업 사례를 관측할 수 있는 대덕특구가 위치한 대전 테크 스타트업의 연구개발 투자가 기업의 경제적 성과인 수익과 정부 차원에서 사회적 성과인 고용에 어떠한 영향을 미치는지 살펴보고자 하였다. 특히, 보다 면밀한 분석을 위하여 기술 기반 창업기업인 테크 스타트업과 그렇지 않은 기술 기반 일반 기업으로 집단을 분리하여 각각의 차이를 분석하였다. 데이터는 지역 내 연구개발 투자 상위 500대 기업 투자 데이터를 활용하였으며, 이중 조사 대상으로 창업기업 총 100개와 비교군으로서 500대 기업 중 업력 8년 이상 연구개발 투자 상위 100대 기업을 선별했다. 연구개발 투자 기업을 기술 기반 업종 군으로 구분하고, 업력 7년 이하 기업을 창업기업으로 분류하여 SPSS 25.0 버전으로 차이 분석, 상관분석과 단순 회귀분석 그리고 위계적 회귀분석을 각각 실시했다. 분석 결과, 기술 기반 창업기업과 기술 기반 일반 기업 모두에 있어서 연구개발 투자의 증가는 매출 증진 효과를 주었다. 한편 창업기업의 연구개발 투자의 증가는 고용 창출과 같은 사회적 효과도 일으키는 것으로 나타났으나, 일반기업의 경우에는 이들 간 상관관계가 통계적으로 유의하지 않았다. 기술 기반 일반 기업의 연구개발 투자는 기업의 매출 신장에는 기여하나 고용 창출에는 기여하지 않았고, 기술 기반의 창업기업은 연구개발 투자가 매출과 고용 창출 모두에 기여하였다. 즉, 대덕특구 클러스터가 위치한 대전지역의 경우 기업의 연구개발 투자가 중요하며, 특히, 테크 스타트업의 경우 그 사회, 경제적 실효성이 높게 나타난 것을 재확인하였다. 이에 따라 지역 정부와 클러스터 혁신기관들이 수행하는 테크 스타트업 지원의 당위성을 실증하였다는 데 본 연구는 의의가 있다.

다국어 초록 (Multilingual Abstract)

This study comprehensively examined how the R&D investment of technology-based startups and non-startup companies affects economic effects such as corporate profits and social effects such as employment. Daejeon, which has a policy significance of balanced regional development and a high proportion of deep-tech startups, was selected as the research target area. Based on the empirical data of the top 500 firms that invest in R&D investments in Daejeon were used and the data has been secured from KoDATA. Among the top 500 companies, the target group was divided into two groups for the study. A total of top R&D 100 SMEs in which seven years have not passed since the date on which the person commenced business operations were selected as the start-up group, and the other top R&D 100 companies with more than 8 years old were selected. As an analysis tool, SPSS 25.0 version was used. Statistical analysis and T-test were conducted to identify the main characteristics of the group, and correlation analysis, simple regression analysis, and hierarchical regression analysis were conducted to demonstrate the relationship between R&D investment and economic and social effects. As a result of the study, it was found that the more the technology-based startups invest in R&D, the higher the social effect as well as the economic effect. This can be interpreted that various R&D support funds supported by the government for technology-based start-ups directly help the start-ups to improve their profitability and create jobs. On the other hand, in the case of technology-based non-startup companies, the more they invest in R&D, the more it can help increase sales, but it was not very helpful for job creation. Since R&D investment in technology-based startups has considered to be helpful not only in generating profits but also in job creation, continuous support should be needed to enhance the effect of local economic and social investment.
