美 사회통합형 용도지역제(Inclusionary Zoning)의 우리나라 도입에 관한 연구 = Appropriate Factors when Adopting the Inclusionary Zoning Policies in the ROK

국문 초록 (Abstract)

이 연구의 목적은 우리나라에서 미국의 사회통합형 용도지역제도 도입 시 고려되어야 하는 적절한 요인들을 찾는 것이다. 우리나라에서 이 제도의 도입 및 시행 시, 우리나라의 구별되는 상황들이 조심스럽게 도입과 시행과정에서 고려된다
면, 미국에서 그 역할을 한, 세가지 요인 대부분의 구성요소들과 가정(assumption)들이 우리나라에서도 미국에서와 같은 역할을 할 것으로 보인다. 흥미롭게도, 우리나라의 구별되는 상황들이 이 제도의 도입을 더욱 호의적이게 한다. 이
제도의 적절한 디자인이 지혜롭게 활용된다면, 저렴한 가격의 주택공급(affordable housing provision)과 ‘소시얼믹스
(social mix)’의 달성이 예상된다. 반면, 우리나라 국회에서 입법하고 적절한 수준의 권한을 지자체에 위임한다면 미국에서와 같이 복잡한 법률이슈들은 없을 것으로 예상된다.

1. CONTENTS
(1) RESEARCH OBJECTIVES
The objective is to find appropriate factors to be considered when adopting and implementing the U.S. Inclusionary Zoning(‘IZ’) policies in the ROK.
(2) RESEARCH METHOD
Authoritative literatures analysing pros-and-cons on the U.S. IZs are compared and analysed and the literatures’ varying indications are categorized generally into economic, social, and legal factors to
be considered; further, the factors and underlying assumptions are compared with current economic, social, and legal situations of the ROK and are modified if necessary; and thereby the appropriate factors tailored to the ROK are found.
(3) RESEARCH FINDINGS
Most of three factors’ ingredients and assumptions in the U.S. would also serve as did in the U.S. in the ROK, if the ROK adopts and implements IZ, provided that the ROK’s distinguished circumstances are carefully taken into account in the adoption and implementation processes. Interestingly, the circumstances appear to make the adoption more favorable.
2. RESULTS
Provision of certain number of affordable housing is expected in the ROK if an appropriate IZ’s design is wisely adopted. ‘Social-mix’ is also expected to a certain extent by the adoption as well, as was achieved
in the U.S. Meanwhile, the U.S.‘s complicated legal issues are unlikely to be implicated if legislated
and appropriate level of authorities are delegated to municipalities by the National Assembly of the ROK.
