기로의 남북한 관계 -위기관리의 문제에 관한 소고- = The Two Koreas at Crossroad: An Analysis of Crisis Management Problems

The purpose of this paper is to analyze problems of enduring cnS1S between the two Koreas and suggest a direction of conflict resolution in terms of cnS1S management strategy. The key questions are focused on North Korea``s nuclear and missile cards, along with the future of Kaesung industrial complex. Apart from the previous government``s Sunshine policy, the Lee Myong Park government has pursued more realistic and practical approach to induce meaningful change in North Korean attitudes. However, the Pyongyang regime regarded such a behavior as a challenge to its state security thus reacted vigorously on Cold War terms. A crisis of crisis management now seems to become the order of day. Under this circumstance, it would be increasingly difficult to have negotiated settlement and seek a peace regime by institutionalizing peaceful coexistence. High priority must be given, therefore, to establish crisis communication for a joint management between the two authorities. Reasserting the iron principle of armistice agreement must be the basic prell1lsem doing so. Crisis sometimes create an opportunity for comproll1lse if the contenders manage to balance conflicting requirements of security and unification. In the meantime, we will strategically need to be prepared to face a growing possibility of revolutionary turmoils m North Korea``s state mechanism in post Kim long Il period.
