장학의 개념, 성격 및 방법 : 국가수준의 장학을 중심으로 = Treaties of the Framework of Educational Supervision : Concepts, Nature and Methods

국문 초록 (Abstract)

이 논문은 정부와 교육청의 장학행정기능의 확립을 위한 장학의 개념과 성격 방법을 다루고 있다. 이를 위해 문헌을 통한 장학 개념의 변천을 귀납적으로 도출하거나 장학진의 업무 실제로 부터 장학의 개념을 귀납하는 방법이 아니라 국가교육과정의 규범적 성격에 따라 교사수권형과 행정수권형의 교육과정을 구분하고 그에 따라 교사의 지위와 장학의 개념이 달라질 수밖에 없음을 분석적으로 논증하고 있다. 그 결과 교사의 전문성신장과 수업개선을 위한 지도조언이라는 장학의 개념은 오로지 교사수권형의 교육과정운영체제에서만 가능하며，현재 우리나라의 관행처럼 행정수권형의 교육과정을 운영하는 한 교육행정기관의 장학진이 수행하는 직무는 학교현장에서 명령과 지시로 받아들여질 수밖에 없다. 연구자는 우리나라 교육과정운영을 행정수권형에서 교사 수권형으로 전환한다는 전제 하에 장학의 기능을 교육행정에 특유하게 발전해온 정책평가 활동의 성격으로 파악하고 그에 따른 장학의 전문성과 개념，성격 방법을 논하고 있다.

다국어 초록 (Multilingual Abstract)

This paper deals the concepts of curriculum and supervision. According the investigator the two concepts interrelate to each other. Teacher mandate curriculum leads supervisors to promotion role, while under the administration mandate curriculum operation the supervisors stand in the inevitable directing role. The prevailing concepts of supervision which define supervisor as promoter do not reflect the reality in current curriculum operation. To validate the supervisory role as promotion, switching from the administration mandate to the teacher mandate in curriculum operation. Such switching would open a new sphere for the supervision function to play a new role: education policy evaluation, In europe, the education inspectorate has long been at the center of the policy evaluation in education. Under the conclusion that such an policy evaluation role should be the heart of educational supervision, the investigator develops conceptual framework for recapitulating the supervisory force within Korean education authorities.
