국문 초록 (Abstract)

세계경제는 WTO 체제 출범이후 자유무역주의에 힘입어 국가 간의 교역이 확대되고 있으며, 해운 및 항공분야 역시 그동안 양자간 또는 다자간 협상을 통해 시장개방이 가속화 되었다. 또한 최근의 글로벌금융위기는 아직 완전히 해소된 것은 아니다. 경제여건이 나아지고는 있지만 실물경제 상황은 아직도 얼어 붙어있으며, 대외의존도가 높은 우리의 현실을 감안할 때 세계경제환경의 어려움은 고스란히 우리에게 돌아오고 있다. 특히 미국과 EU 등 주요 선진국들이 2001년 9. 11 테러사건 이후 물류체계의 보안을 확대 및 강화하면서 보호무역주의의 도구로 사용될 수 있기에 무역의존도가 높은 우리나라 입장에서는 물류보안이라는 무역패러다임의 변화에 능동적으로 대처해 나가야 한다.
미국 등 선진국이 주도하는 물류보안이 우리나라에게 중요한 의미를 갖는 이유는 대외거래 의존도가 높은 우리나라의 현실을 고려할 때 무역업계가 그들이 제시하는 기준을 충족시키지 못할 경우, 입항거부 또는 통관지연 등으로 추가 물류비용이 발생하고, 이는 고스란히 우리경제의 경쟁력 약화로 이어질 수 있기 때문이다.
이에 본 연구에서는 국제물류보안 강화에 따른 각국의 제도 및 정책을 살펴봄으로서 향후 수출기업들의 물류보안 리스크 관리 방안을 제시하고자 한다.

다국어 초록 (Multilingual Abstract)

The global economy has witnessed spreading international trade powered by free trade since the advent of the WTO, and the shipping industry and the aerial world have accelerated through mutual or prolific negotiations. Meanwhile, the effects of the global financial crisis that started last year, have introduced hardships in the global economy resulting in cries calling out in response to economic difficulties around the world.
The recent financial crisis is not yet solved. Although economic conditions are improving, the real-economy is still frozen, and considering Korea's reality of relying heavily on external trade, hardships in the global economy fall entirely upon us. In particular, since developed nations like United States and the EU have intensified logistics security since the terror attacks on September 11, 2001 and can use it as a tool for protective trade, Korea with a high dependency rate on foreign trade needs to actively cope with changes to the trade paradigm in logistics security.
Export enterprises in Korea forecast continuous reinforcement of logistics security and are becoming aware of the advantages to be gained by setting up counterparts to logistics security. Therefore, the government should promote the merits of ISO 28000, and AEO systems and take drastic measures to support the logistics industry and construct the necessary related conditions.
