지방의회 활성화 방안에 관한 연구 = A Study on Revitalization of local councils

Despite the short history of local government, Korea made significant achievements in the area of local autonomy. We believe that the current local government system is due to people's aspirations for democracy and sustainable democracy, the valuable fruition gained through effects to promote the liberalization and the local council had been contributing to that.
However, it is true that the local council has been far behind the local resident's expectations since 1991 and has been chief obstacles to the progress of local autonomy by bringing about the local resident's indifference due to disclosing its problems. The residents hope that increase and improve the quantity and quality of public services through the improvement of people are on welfare. If local legislative action shouldn't devoted to increasing the welfare of the people , local governments will be faced with a crisis.
This paper of the local councils to identify issues, focusing on professionalism revitalization of the local councils have been studied. Chapter 1 of this study the purpose and methods of the research, Chapter 2 theoretical consideration of the local council, antecedent study review and foreign council for the operating system, Chapter 3, the operating status and performance of local councils, Chapter 4 of the local councils as a solution for the problem and its proposed revitalization plans of local councils.
Improving the system to activate the local council includes the devolution of administrative rights and voting rights to local government , being expanded rights ordinance to be enacted, the local personnel and organization's independence must be guaranteed. In addition, system improvement for electoral council related to the introduction of a yes-no voting for the single candidate, improvement of party nomination system and introduction of adviser system should get accomplished.
When it comes to council operations, citizen participation should be expanded through the diversification of meeting times, the broadcasting of the council activities, advisory committee and local governments through the Deliberation Committee. Also, council members of the local expansion of educational opportunities for professional development, legislative action must be sought to establish an evaluation system.
Council members should perform the legislative activities to represent residents based on the their institutional prerogatives granted, the natural features of the council and also constantly strive to realize the responsible self-governing administration while improving the inconsistent system and drawing up a plan to enhance the quality of life of residents. If the local council continues these efforts, it will be reborn as a hub of local politics.
