한국체육단체 선진화 방안

국문 초록 (Abstract)

이 연구의 목적은 체육단체 종사자들의 체육단체 선진화에 대한 인식은 어떠하며, 선진화 방안을 제시하는데 있다. 선진화 방안 도출을 위한 설문지 구성을 위하여 체육행정 전문가 3인과 관련 연구교수 3인과 함께 한국체육 현안과 관련된 논의쟁점을 중심으로 관련된 문항을 설정하였다. 그리고 2009년 4월 1부터 4월 15일까지 체육단체 현장 방문 또는 우편 배포를 실시하였다. 편의표본추출법을 이용하여 총 500명을 대상으로 하여 그 중 458(92%)부를 최종자료로서 사용하였다. 자료의 처리는 SPSS WIN ver 16.0을 이용하여 기술통계 빈도분석을 실시하였다.
본 연구에서는 논의 쟁점을 첫째, 체육단체의 세계화 수준과 업무수행 성과가 국민들에 미치는 영향에 대한 인식, 둘째, 국민체육진흥법의 개정과 스포츠 기본법의 제정에 대한 인식, 셋째, 체육단체에 대한 정부의 지도, 감독 및 자율성 제고에 대한 인식, 넷째, 체육단체의 조직 개편에 대한 인식, 다섯째, 체육 분야 예산비율 및 체육단체의 재정 확보에 대한 인식, 여섯째, 대한체육회의 예산 구성비율에 대한 인식, 일곱째, 체육단체의 기능 조정에 관한 인식으로 구분하였다. 이와 같은 분석을 통해 얻어진 결론은 다음과 같다.
첫째, 한국체육의 국제적 위상을 확고히 하고 지속적인 성과 달성을 위하여 체육단체의 통합운영이 이루어져야한다. 또한 체육조직의 개편은 엘리트체육과 생활체육이 통합되는 것을 우선해야 한다.
둘째, 스포츠기본법 또는 국민체육기본법으로 체육관련 법령을 재정비를 해야 한다. 이에 따라 국민 모두가 함께 하는 자유로운 스포츠. 문화. 복지국가가 실현될 수 있도록 정부의 지도 및 감독을 최소화해야 한다.
셋째, 체육관련 예산의 확충을 위해 자율적이고 자립화된 수익창출 모델을 지속적으로 개발한다.
넷째, 체육단체의 기능조정을 통한 효율적인 체육 역량 강화를 이룩해야 한다.

다국어 초록 (Multilingual Abstract)

The main purpose of this study was to investigate the understanding on advancing Korea sport organizations among people working in the organizations, and to suggest plans for the advancement.
Questionnaires to draw the plans were developed in company with three experts and research professors for sport administration, based on issues and controversies currently associated with Korea sport, and from 2009 April 1st through 15th were mailed to or distributed by visiting the organizations.
Through convenient sampling method, questionnaires filled out by 458 out of 500 subjects were analyzed for descriptive statistics frequency analysis by using SPSS WIN ver 16.0.
The main issues and controversies to discuss for this study were consisted as understanding on the followings: (1) the effect of organizations' level of globalization and task achievement on Korean people, (2) revision of Korea sport promotion law and the fundamental law of sport, (3) sport organizations guided and controlled by the Korean government, and enhancing their autonomy, (4) reforming sports organizations, (5) budgetary allocation for sport and securing finance for the organizations, (6) budgetary allocation for Korea Sports Council, and (7) functional coordination for the organizations.
As a result, the following conclusions were made.
First, all the sport organizations in Korea should be integrated as and managed by one organization to reinforce Korea sport in the world. Also, it is priority that all the sport organizations including elite sport as well as sports for all should be integrated.
Second, laws related to sport should be re-organized based upon the fundamental law of sport or the advancement law of national athletic. Accordingly guidance and control by the government should be minimized to realize free sport culture welfare state together with Korean people.
Third, to expand sport-related budget, autonomous and self-supporting profitable model should be continuously developed.
Fourth, reinforcement of effective roles played by sport should be accomplished through functional coordination for sport organizations.
