김정은 시대 조선로동당 중앙위원회 비서국의 위상과 역할: 엘리트와 운영을 중심으로 = The Status and Role of the Secretariat of the Party Central Committee of the WPK in the Kim Jong Un Era: Focusing on Elites and Institutional Operation

국문 초록 (Abstract)

본 연구는 김정은 집권 이후 조선로동당 중앙위원회 비서국의 구성·지위·운영 방식을 실증적으로 분석하여 김정은 시대에도 ‘비서국 실세론’이 유효한지를 검증하고, 아울러 오늘날 김정은 시대의 비서국의 위상과 역할에 대해서 평가했다. 이를 위해 마르크스-레닌주의 정당사에서 비서국이 형성·발전한 역사적 맥락을 검토하고, 김일성·김정일 시기 비서국의 기능과 권력구조 변화를 비교사적으로 고찰하였다. 특히 8차 당대회 이후 비서국 규모 감축과 그 의미, 전문분야의 재편, 회의 소집 빈도와 의제 유형을 종합 분석하였다. 분석 결과, 조선로동당 비서국은 정책 조정, 간부 통제, 규율 감독을 총괄하는 핵심 집행·조정기구로 크게 강화되었으나, 동시에 김정은은 임의적인 인선과 운영 변동으로 비서국에 대한 통제를 확고히 유지하였으며, 오늘날 비서국은 김정은의 통치를 조직적으로 보완하고 효율화하는 방향으로 기능하고 있다고 결론을 도출한다.

This study analyzes the composition, status, and operational mechanisms of the Secretariat of the Central Committee of the Workers’ Party of Korea following Kim Jong Un’s consolidation of power, in order to assess whether the prevailing “Secretariat as the locus of real power” thesis remains valid in the Kim Jong Un era. It also evaluates the contemporary status and role of the Secretariat under his rule. To this end, the study examines the historical context in which party secretariats emerged and developed within Marx-Leninist party systems, and comparatively analyzes the functions and transformations of the Secretariat under Kim Il Sung and Kim Jong Il. In particular, it provides a comprehensive analysis of developments following the 8th Party Congress, focusing on the contraction of personnel composition, the concentration of authority, the reorganization of functional specializations, and patterns in meeting frequency and agenda-setting. The findings indicate that the Secretariat of the Workers’ Party of Korea has been significantly strengthened as a core executive and coordinating body responsible for policy coordination, cadre control, and disciplinary oversight. At the same time, Kim Jong Un has maintained firm control over the Secretariat through discretionary appointments and organizational adjustments. As a result, the Secretariat today functions in a manner that systematically supports and enhances the efficiency of governance centered on Kim Jong Un.
