In order to investigate the effect of NCS on the operation of vocational training courses, a questionnaire survey was conducted on personnel, material factors and program components of training institutions. The subjects of the survey were 460 training institutes where the first NCS obligation was introduced (response rate: 87.2%). In terms of human factors, due to the increase of administration workload, the dropout of excellent training teachers occurred in some institutions, and as a whole, the amount of administrative work of training teachers increased greatly. On the trainee side, there was a feeling of burden on the NCS system for frequent evaluation activities and a sense of problem about the training content and rapid progress that did not adequately reflect the qualification preparation. In terms of physical factors, most institutions have increased their facilities and equipment, and more than half of the training institutions were of the opinion that NCS equipment standards are not appropriate. On the program side, 72.6% of respondents rated NCS as over 70%. NCS awareness shows that trainees (trainees, corporations) are lower than training providers (trainees) (training institutions> trainees> companies). Members of training organizations who showed high NCS awareness were also negative about NCS 's ability to reflect the job ability of the industry. There is a speedy policy and system implementation rate compared to the low acceptance of NCS policy of the trainee, which can act as a failure and burden of the training operation. NCS policy should be implemented reflecting the speed of acceptance of training users, and sufficient persuasion and sympathy for NCS should be preceded for the public and corporations.
