TV 드라마 속의 PPl 규제 개선방안 연구

국문 초록 (Abstract)

TV 드라마에서 사용되는 PPL에 대한 적절한 규제방안을 도출하기 위하여 미국, 일본, 유럽의 PPL 관련 규정을 살펴보았으며, 각국의 PPL 규제 관련 조항을 비교분석하였다. 다음으로 우리나라 방송위원회의 방송심의사례집을 분석함으로써 PPL 규제 개선방안을 모색하고자 하였다. 분석결과, 첫째, 유럽과 같은 ‘협찬주 영향력 배제의 원칙’이나 ‘협찬금지 범위 및 품목’이 명시되어야 할 것이며, 둘째, 언어적 표현양식의 PPL과 클로즈업 등을 금지하는 등, 구체적인 PPL 관련 규정 및 금지사항이 명시될 필요성이 제기되었다. 셋째, 사후규제기구로서 방송위원회의 PPL 규제가 객관적이고 합리적으로 이행되어야 할 것이며, 실무적인 제재조치가 구비되어야 할 것이다. 마지막으로 TV 방송물을 방송위원회가 모두 심의하기에는 역부족인 점을 감안하여 소비자의 적극적인 참여와 PPL 규제를 위한 새로운 시스템의 도입이 필요함을 알 수 있었다.

다국어 초록 (Multilingual Abstract)

Investigations on regulation articles of PPL in U.S.A, Japan and European Union were carried out and comparative studies on those provisions were made for deriving proper schemes of regulation on PPL in TV drama. The improvement schemes of PPL regulations were sought by the analyses of the deliberation casebook on broadcasting from Korean Broadcasting Commission(KBC). The results of this study are following; First, the specifications of ‘principle of the broadcaster’s editorial independence from the sponsorship’ or ‘prohibited sponsored goods and classes’ should be needed. Second, the ostensive regulations of PPL and prohibited items like PPL expressed in sayings and close-up pictures need to be clearly stated, which are found in those of Great Britain. Third, the control and regulations, which possesses practical sanctions, by KBC as ex post regulation institute should be executed in an objective and reasonable way. Finally, duly considering that KBC are not equal to deliberate on all the subjects, consumers’ aggressive participation and introduction of new regulation systems of PPL are known to be required.
