시도교육청 수준에서의 교육부가서비스 투자가 교육핵심서비스 투자에 미치는 영향분석

The purpose of this study is to analyze the relationship between education ancillary service cost and core service investment. For this reason, we first reset the structure so that the expenditure settlement data provided under “Local Education Finance Alimi“ will be in full compliance with the classification criteria of the OECD educational expense system. According to the classification criteria of the OECD educational expense system, the core service of education means the goods and services associated with teaching learning. and the human resource management cost, the improvement of the school educational environment, school operating cost of ”the local education fiscal Alimi data“ had similar character.
The expenditure costs of these three items were taken as dependent variables, and as an independent variable, ancillary service cost which are defined by the OECD educational expense system. In other words, Health / Food service cost / PE Support Fee and Lifelong Education subsidy were used.
The five-year period from 2010 to 2014 analyzed the fixed effect model using the “local education fiscal Alimi” expenditure settlement data, and as a result, when the education ancillary service cost are included medical / Food service cost / physical education subsidy expenses increased by 1%, it was found that the educational environment cost to be provided to one school was reduced by 0.32%.
This is the process of issuing municipal bonds for provincial offices of education to make up for scarce resources. Provincial offices of education have increased the weight of the ancillary service sector since 2010, It can be presumed that the project of hardware character, such as the construction of new schools, building maintenance, educational environment, were reduced.
