수요자 중심의 원칙에서 조명한 우리나라 보육료 지원제도의 성격에 관한 소고 = A review of day - care subsidy program in perspective of customer - centered approach

국문 초록 (Abstract)

본 논문은 우리나라 저소득층 아동보육서비스(혹은 보육료 지원제도)의 성격을 수요자 중심의 원칙에 입각하여 조명하고, 수요자중심의 원칙반영을 강화하기 위한 정책함의를 도출하는 데 목적을 두고 있다. 수요자중심 원칙의 개념, 중요성, 등장배경, 사례 등을 고찰하고, Kennedy 등이 주창한 소비자의 4대 권리(선택권, 안전, 정보입수, 의사반영)의 개념을 응용하여 우리나라 보육료 지원제도의 성격을 수요자 중심의 원칙에 입각하여 분석하고자 시도하였다. 보육료 지원제도는 바우처(voucher; 이용권 흑은 지불증서)의 형태를 띄지는 않았지만 그 성격을 매우 유사하여 수요자 중심의 원칙이 반영된 것으로 보고있으며, 공급자를 선택할 수 있도록 한 것과 이용자에게 낙인효과가 발생하지 않도록 운영되고 있다는 사실을 주요 근거로 제시하고 있다. 보육료 지원제도 전반적인 확대와 공급자 정보에 대한 활발한 접근 및 효과적인 교육서비스 질 관리가 수요자중심의 접근을 더욱 강화하는데 필수적이라고 제시하고 있다.

다국어 초록 (Multilingual Abstract)

The purpose of this paper is to review day-care subsidy program by using the perspective of customer-centered approach, and to suggest policy implications enforcing day-care service system more customer-centered. The principle of the customer-centered, significance, background emergence, and cases are discussed. To analyze day-care subsidy program in perspective of customer-centered approach, researchers have applied the four consumer rights(i.e., safety, information, choice, and participation in decision-making) which have been suggested by Kennedy. Day-care subsidy program may not exactly be a case of `voucher system` because of not using any note or certificate(voucher). However, major features are similar to voucher system and are based on the customer-centered approach. Free to choose the provider and minimizing labeling effect will be the evidence of the customer-centered approach. Finally, researchers argue to extend the day-care subsidy program, to strengthen information access, and to develop systematic quality control mechanism, and present that these efforts will make the Korean day-care service system more customer-centered.
