민간경호원칙 설정의 필요성에 대한 질적 연구 = A Qualitative Research on the Necessity of Establishing Private Security Principles

As the demand for private security services increases, there are calls for improvement of the quality of their service. ‘The principles of security,'which is the basis for improvement of the level of security, are introduced substantially in related publications in South Korea. However, these principles are not appropriate to be applied to the field of private security as they are suitable for public security, such as foreign public security agencies, the presidential security service, the police, etc. Although it is by no means an easy task to establish the principles of security, it must be carried out for more effective security services.
There are numerous different characteristics between public and private security, so in this study, we explored the differences of the principles of private security from those of generally known public security. The in-depth interview method was used to analyze the private security agents' opinions on the current principles of security.
The result showed that most interviewees believed that it is not appropriate to apply the principles of the public security service to private security, and it is necessary to establish its own principles. Specifically, they suggested a change to the current principle of 3-tier security and decrease the distance to be suitable for private security. They recommended that the principle of access through one controlled access point should be amended to the access through the controlled optimal flow of human traffic as well. Also, they said that the right to supervise the security service should be given to the agents rather than the host or client, and the principle of process of the security duty should be accustomed to each client as the current principle is hard to be practiced in the field of private security. Moreover, some private security agents argued that development of the Detail Protection is the best method for private security in reducing the risk of injury to clients as the function of the Advanced Protection decreases greatly and is very limited in private security compared to the public sector.

국문 초록 (Abstract)

우리 민간경호 시장의 수요는 날로 커지고 있으며 그에 따른 경호수준의 향상을 요구하고 있다. 그리고 경호수준의 향상의 근본이 되는 경호의 원칙도 국내의 관련서적에 많이 소개되어 있다. 그러나 이러한 원칙들은 대통령실 경호처나 경찰과 같은 공경호 조직에 적합하도록 만들어져 있어 실질적으로 민간경호현장에서 적용하는데 많은 문제점이 있다. 경호의 원칙을 설정하기란 결코 쉬운 일이 아니다. 하지만 적절한 경호원칙의 적용은 보다 효과적인 경호를 위하여 결코 없어서는 안 될 중요한 것이라 할 것이다.
이 연구에서는 공경호와 민간경호는 특성상 여러 가지 차이를 가지고 있음을 전제로 일반적으로 알려진 공경호의 원칙과는 다른 민간경호의 원칙이 무엇인지를 탐색적으로 살펴보았다. 연구를 위하여 질적 연구방법 중 하나인 심층면담(In-depth Interview) 기법을 통해 민간경호원들이 현재의 경호의 원칙에 대해 생각하는 바와 민간경호에 적합한 원칙이 무엇이라 생각하는 지를 살펴보았다.
면담결과, 연구대상자들은 대체로 공경호원칙을 민간경호 현장에 직접 적용하는 것은 타당하지 않으므로 민간경호의 원칙이 별도로 세워져야할 필요성이 크다는 의견을 보여주었다. 세부적으로, 연구대상자들은 중첩 경호의 원칙은 민간경호에 적합하도록 거리적으로 축소되어야 하고, 하나로 통제된 지점을 통한 접근 원칙은 민간경호에 적합하도록 최적화 동선을 통제한 접근의 방식으로 수정되어야 한다고 하였다. 그리고 경호지휘단일성의 원칙은 주최 측과 민간경호원의 관계에서 경호원의 경호지휘권이 우선하여야 한다고 하였고, 경호임무 절차의 원칙은 민간경호에서 지켜지기 어려우므로 민간경호에서는 경호대상을 새로이 분류하여 그에 맞는 절차로 재정립하여야 한다고 말하였다. 또 민간경호에서는 선발경호의 기능이 매우 제한적이므로 근접경호를 강화해서 위해의 가능성을 줄이는 방법이 최선이라는 의견도 보여주었다.
