제대군인 교육훈련 성과에 관한 연구: 경비지도사과정 교육을 중심으로 = A Study on the Educational Effect of Security Guard: Focused on the Training of Security Guard Course

Discharged soldiers face psychological, economic crisis due to being discharged from military service. Even though several types of support programs for guaranteeing discharged soldiers’ income including military pension have been provided by several government agencies such as Ministry of Defence, Ministry of Patriots and Veterans Affairs and Ministry of Labor as the support program for occupation change, which began from 1994, has been reinforced by enacting 「Law & Enforcement on Supporting Discharged Soldiers」on May 01, 2006, it is the policy of providing jobs that takes the first priority.
Therefore, this study conducted the survey with the trainees who completed the entrusted training course of security guard for the past 4 years, among the various training programs for assisting employment of discharged soldiers that Ministry of Patriots and Veterans Affairs offers.
As a result of measuring the training effect of the course on the whole for discharged soldiers who completed the course of security guard, it showed that there was satisfaction with the course on the whole even if there was a little difference by military force, rank and age, and that the training effect was also high. It showed that discharged soldiers wanted to use their license to get their desired jobs after acquiring licenses as they encountered second life, and it was analyzed that they came to have an opportunity to get their confidence in new social life by obtaining new knowledge and information through the training courses.
The training programs for to-be-discharged soldiers in the future should let them basically understand difference between military and civil societies, and let them recognize that they need to prepare for the future according to that difference.
In addition, those programs should play a role in helping discharged soldiers be able to prepare for their future changes for themselves based on this recognition.
Moreover, those programs may have to include realistic and practical contents that enhance their specialty, and thus discharged soldiers may be able to apply what they learn in the civil society when they enter the civil society later, and may be recognized by companies.

국문 초록 (Abstract)

제대군인들은 전역에 따른 심리적·경제적인 위기에 직면한다. 1994년부터 시작된 전직지원제도는 2006년 5월 1일에 ⌜제대군인지원에 관한 법률 및 시행령⌟이 제정되면서 강화되어 국방부, 국가보훈처, 노동부 등 여러 기관에서 제대군인들을 대상으로 군인연금을 포함한 소득보장 정책으로 여러 형태 지원책이 제공되어 왔지만, 그 어떤 지원정책보다 우선하는 것은 바로 일자리를 제공하는 정책이다.
따라서 본 논문은 국가보훈처가 제대군인 취업지원을 위한 다양한 교육훈련 프로그램을 중 지난 4년간 경비지도사 양성과정 위탁교육을 수료한 교육생을 대상으로 실시하였다.
경비지도사 양성과정을 수료한 제대군인들을 대상으로 교육과정 전반에 대한 교육효과를 측정한 결과 군별, 계급별, 연령별 약간의 차이는 있으나 전체적으로는 만족하고 있었으며 교육성과도 높게 나타났다. 제대군인들이 제2의 인생을 맞이하면서 본인이 희망하는 직종의 자격증을 취득하여 취업에 활용하기를 원하고 있었으며, 교육과정을 통해 새로운 지식과 정보를 얻으므로써 새로운 사회생활에 대한 자신감을 갖는 계기를 마련하게 되었다고 분석되었다향후 전역 예정자에게 제공되는 교육 프로그램은 가장 기본적으로 군과 민간 사회의 차이점을 이해시키고, 이런 차이점에 따른 준비의 필요성을 인식할 수 있도록 해야 한다. 그리고 이러한 인식의 바탕 위에 스스로의 변화를 주도할 수 있는 준비 작업을 시작할 수 있도록 도와주는 역할을 해야 한다. 또한 전문성을 길러주는 교육 프로그램도 현실적이고 실질적인 내용으로 구성을 하여 사회에 나가 적용할 수 있고, 기업에서 인정받을 수 있도록 해야 할 것이다.
