Assessing the Effectiveness of Myanmar’s Development Policies during the NLD-led Civilian Administration Period: （2016?2020） : A Comparative Policy Analysis with CLMV Countries Using HDI, WGI, and the Selected Economic Indicators

This study assesses the Myanmar’s development policies and performance under the NLD-led civilian administration period （2016 -2020）, this study presents an overview of “Myanmar’s sector specific policies” related to health , education, government effectiveness, rule of law, and control of corruption and investment attainment and the overall measurement of effectiveness using the Human Development Index（HDI）, Worldwide Governance Indicators （WGI）, particularly government effectiveness, rule of law, and control of corruption, and the selected macroeconomic indicators. This also highlights the effectiveness of the Myanmar’s development policies in comparison with Cambodia, Lao PDR, and Vietnam. Both quantitative and qualitative analyses are employed to analyze the impact of the Myanmar’s development policies to the overall development performance of the country. The benchmarking approach are used to evaluate the implementation of the policies and the policies are selected through their implementation period and relevance to the respective the dimensions.
