e-러닝을 통한 인적자원개발 비전과 전략 = Vision and strategies of HRD by e-learning

국문 초록 (Abstract)

정보통신기술의 발달로 인하여 교육 분야에서 e-러닝의 확산이 두드러졌지만 도입 초기 e-러닝이 제공할 수 있는 다양한 편익이 그 가능성만으로 지나치게 확대 포장되어왔음은 부인할 수 없다. 또한 그동안 알게 모르게 정보통신기술의 발달과 융합은 교육현장을 Technology-driven policy에 내몰았으며, 패러다임 변화를 유행처럼 노래했지만 변한 것은 교육이 아니라 기술이었다. 오늘날 한국에서 회자되는 e-러닝을 통한 국가인적자원개발은 HRD와 e-러닝의 진지한 만남보다는 초.중등학교 교육정보화의 연장선상에서 나온 교육정보화 담론의 확대 재생산이며, 시대의 화두인 인적자원개발과 애써 결부시켜 e-러닝의 몸집을 불리기 위한 규모의 경제 실현 논리로 해석될 여지를 남기고 있다. 현재 우리나라의 e-러닝은 초기의 거품기를 지나 이상과 현실을 조율하는 조정기에 있으며, 새로운 가치창출을 기대할 수 있는 시장이 활성화되고 있는 국면에 진입하고 있다. 이러한 시점에서 차분하게 e-러닝과 인적자원개발의 개념부터 되짚어보고, e-러닝과 인적자원개발의 관계에 대한 성찰을 토대로 새로운 인적자원개발의 비전과 전략을 수립해야 할 필요가 있다. 이 글에서는 e-러닝 담론의 형성과정에 대한 비판적 성찰과 e-러닝 산업의 문제점에 대한 진단을 토대로 e-러닝을 통한 인적자원개발의 비전과 발전 전략을 모색하고자 하였다.

다국어 초록 (Multilingual Abstract)

Due to the development of information technology, e-learning became proliferate in education nowadays. But it is true that various benefits from e-learning were made a big deal just out of its possibility when it was initially introduced. In addition, the development and integration of IT have forced classrooms to adopt technology-driven policy so far at odd moments. This paradigm shift were prevailed all around, but it was about technology and not about education. NHRD by e-learning, which is popular in Korea these days, results in mere extension and reproduction of discourse about educational informatization in the same context of educational informatization in elementary and middle school rather than meaningful integration of HRD and e-learning. It is also likely to be regarded as a rationale for Economics of scale that is intended to enlarge e-learning by forcibly relating it to the issue of our times, HRD. Currently, e-learning in Korea is seeking for a compromise between its ideal and reality after the burst of its bubble and is about to enter upon a phase of revitalized market for creating new value. At this time we need to review a general concept of e-learning and HRD back again, and establish vision and strategies for new HRD by seeking the relation between e-learning and HRD. This study is intended to examine the vision and strategies of HRD by e-learning through reviewing the development progress of discourse about e-learning critically and making an analysis of problems within e-learning industry.
