신현실주의 이론의 ‘무정부 신화’에 대한 구성주의적 비판

국문 초록 (Abstract)

본 논문은 국제정치학에 지배적 담론을 형성하고 있는 신현실주의의 분쟁적 무정부 속성을 신화 (myth)라고 규정하고 이를 구성주의적 인식론을 통해 비판한다. 무정부의 분쟁적 속성을 현실로 추정하는 것은 이를‘현실과 괴리가 있지만 사실인 듯 간주’하는 담론화 작업의 연속일 뿐이다. 국제정치 이론상에서 나타나는 무정부의 논리적 역할을 재조명하고, 이를 통해 국제정치이론 논리의 전제상에서 공통적으로 나타나는 분석적 개념으로서‘무정부’의 역할을 논의하고자 한다. 신현실주의가 국제 정치를 분쟁적 성격으로 볼 수 밖에 없는 논리적 귀결에 대해 설명하고, 이를 구성주의적 시각에서 비판적 고찰을 한다. 이를 통해 분석 개념으로서의 ‘무정부’는 반드시 분쟁적이 아닌 가치중립적임을 제시할 것이며, 결론적으로 신현실주의의 분쟁적 무정부는 21세기 국제정치의 이론화 작업에 적절한 개념을 적용하고 있지 못한 점을 부각시키고자 한다. 결국 분쟁적 무정부는 현실과 괴리가 있는 신화와도 같은 담론일 뿐이다.

다국어 초록 (Multilingual Abstract)

This paper seeks to reflect upon the notion of anarchy in international politics theories. More precisely, it offers a constructivist’s critique on neorealist’s conflictual anarchy. The paper argues that neorealist’s view on conflictual anarchy is deviant of the realities of international relations that may be diverse in terms of anarchical nature. It ignores the Lockean nature of the current international relations that the respect of state sovereignty has become the prevailing norm of political process among states. Rather than struggle for power, the notion of rivalry seems to govern states’ behavior as the code of conduct, and reinforces the Lockean anarchy. In essence, conflictual anarchy is mythfied, therefore not being able to capture the progressive nature of international politics.
