There are two major theoretical approaches on the government performance: the managerial theory of performance whose main focus is efficiency and the democratic theory of performance which emphasizes democracy. While most of the previous studies about local autonomy and performance of governments have adopted the theories and methods from fields of public administration and economics, in this thesis I take the political-sociological approach, combining both managerial and democratic performance theories.
Performance of 64 city governments was measured in the two aspects, legislation and administration Particularly I have constructed 3 indices, financial performance index (the structure and management of local financial), public service performance index (the efficiency of public service), and legislative performance index (ordinances concerning participation and transparency). Linking theoretical analysis with practical measurement extended the horizon of the research on local government performance.
Several problems were raised in the process of practical measurement on performance of local government. Firstly, in order to make performance indices more reliable and valid, statistical data to show the function and operation of local government should be developed and systematically managed. Secondly, as the methods to make performance index are various, they should be reviewed synthetically and examined with survey. Lastly performance research should be extended to the analysis on the determinants of performance.
