This study is an initial study of the assessment of the environment of the archival information service for all users, including the information vulnerable layer, and the purpose of the research is to develop guidelines for checking the service environment of the archival information service of the National Archives Service. The National Archives and Records Administration is a Central Records Management Institution that is responsible for the construction, improvement, and improvement of the system.
The first step in deriving guidelines for the assessment of the environment for archival information services was to summarize the concepts and types of archival information services through literature research. Therefore, the types of archival information services were divided into basic services including functions of traditional reference services and extended services with education and exhibition. In addition, the detailed facilities of the records depository and the users' transport route were identified and the categories of assessment of the environment were divided into entry area, public area, basic service area, and extended service area, and the assessment tools for the assessment of the environment of archival information services were derived by referring to the environment checklist of libraries and museums with no obstacles. The assessment tools for the assessment of the environment for the archival information service were derived by organizing 109 detailed assessment items in 28 areas.
Based on derived assessment tools, the National Archives of Korea, the Presidential Archives, the Seoul Archives, the Busan Records Office, and the Daejeon Archives are to be studied on site. The assessment and analysis of the recording information service environment currently provided by the National Archives and Records Service provided drew problems and proposed improvement measures to be improved by dividing them into service and administrative aspects, respectively.
First, it was found that the service area environment of the National Archives and Information Service environment at the moment is very poor, and if this physical environment is not configured, it is urgent to improve this area since it may be absolutely impossible for certain users. Second, it is important to secure human resources with appropriate qualifications and capabilities to ensure successful archival information service. Third, the provision of alternative materials or ancillary tools for people with hearing and hearing disabilities that are not currently provided at all must be improved.
It also proposed the following improvements in administrative aspects.
First, the improvement of the archival information service environment is possible only when the regulations and standards for archival information services are checked and improved. Second, assessment tools are developed to check the archival information service environment that can be assessed for various detailed elements, and periodic assessment of the archival information service environment through continuous follow-up management of the assessment tool and improved assessment tools are required. Third, The legal responsibility for the mission to eliminate digital divide should be backed up by reference to the library's example.
This study is meaningful in that it has studied the offline service environment, which is equally recommended for all users, including those with disabilities, to receive records and information services. Hopefully, this research will further stimulate the study of the archive information service environment. It is also hoped that further research will be conducted that reflects the needs of users of each information vulnerable population, including those with disabilities.
