This study aims to analyze the French Contract Plan by regional governance theory. This study aims also to present a cooperative regional development strategy in the era of decentralization. The study has three objectives. The first objective is to examine the effect of decentralization on the national plan and local plan. The second objective is to investigate implication of local governance and study contract plans in France. The third objective is to suggest an implemental model of the French Contract Plan in Korea. The example of intergovernmental cooperation between central government and local government suggest that the French model of a contract plan system can be used as a bench mark for Korea.
