공적개발원조(ODA)의 부문별 중점지원국 선정 방법론

다국어 초록 (Multilingual Abstract)

Korea’s foreign aid allocation has been criticized to be inefficient due to its provisions to too large numbers of developing countries. Previous studies and international organizations such as DAC equally advise Korean government to concentrate its aid resources on a small number of core recipient countries. The rational determination of core recipient countries requires clear criteria and a precise methodology for the selection. This study aims to suggest a methodology for systemic selection of core recipient countries, taking a agricultural sector as an example. This study is novel in three points: to suggest criteria for aid allocation across countries based on previous studies and international discussions, to illustrate quantitative indicators to reflect the criteria and be possibly applied to other sectors, and to provide a methodology to calculate weights of the indicators.
