본 연구는 카자흐스탄 학습자를 위한 한국어 초급 교재 개발 방향을 제시하는 것을 목적으로 한다. 최근 한류의 확산과 한국 유학 및 취업에 대한 관심 증가로 카자흐스탄에서 한국어 학습 수요가 지속적으로 증가하고 있으나, 카자흐스탄 학습자의 언어적·문화적 특성을 충분히 반영한 초급 교재는 부족한 실정이다. 이에 본 연구는 교재 분석과 학습자 요구 분석을 병행하여 카자흐스탄 학습자에게 적합한 교재 개발 방안을 모색하였다.
먼저 카자흐스탄에서 사용되는 「카자흐스탄인을 위한 종합 한국어」를 중심으로 「서울대 한국어+ 1A」, 「세종한국어 1A」, 「연세한국어 1-1」 등 총 4종의 초급 한국어 교재를 분석하였다. 교재 분석은 홍종명(2011)의 분석 틀을 바탕으로 교수·학습 상황, 외적 구성, 내적 구성 등의 기준에 따라 이루어졌다. 또한 카자흐스탄 학습자 78명을 대상으로 설문조사를 실시하여 학습 경험, 학습 요구, 교재에 대한 기대를 조사하였다.
분석 결과, 현재 사용되는 교재들은 카자흐어 매개 설명을 거의 제공하지 않으며, 카자흐스탄의 언어 환경과 학습자의 특성을 충분히 반영하지 못하는 것으로 나타났다. 특히 카자흐스탄의 삼중언어 정책과 카자흐어 중심 교육의 확대를 고려할 때, 기존의 러시아어 중심 접근만으로는 학습자의 요구를 충족하기 어려운 한계가 확인되었다.
이에 본 연구는 교재 분석과 요구 분석 결과를 종합하여 TOPIK I 수준과 2017 국제 통용 한국어 표준 교육과정을 반영한 초급 교재 개발 방향을 제안하고, 교육과정 구성과 단원 구성의 예시를 제시하였다. 본 연구는 카자흐스탄 학습자를 대상으로 한 한국어 교재 개발의 기초 자료를 제공한다는 점에서 의의가 있으며, 향후 학습자와 교사를 대상으로 한 질적 연구를 통해 더욱 효과적인 교재 개발이 이루어질 필요가 있다.

This study aims to provide direction for the development of a beginner-level Korean language textbook tailored specifically to Kazakh learners and their needs. Recognizing the growing interest in Korean language education in Kazakhstan—driven by the spread of Korean popular culture and the increasing motivation for studying and working in Korea—and the lack of learning materials that reflect the linguistic and cultural characteristics of Kazakh learners, this research combines two approaches: textbook analysis and a learner needs analysis. Four Korean textbooks used in the Kazakhstani context were examined—"Comprehensive Korean for Kazakhstanis," the only textbook directly targeting Kazakh learners, together with three widely used textbooks published in Korea (Seoul National University Korean 1A, Sejong Korean 1A, and Yonsei Korean 1-1)—to identify strengths and limitations in their structure, content, and teaching approach. The textbook analysis was primarily based on the framework proposed by Hong Jong-myeong (2011), with evaluation criteria focusing on the teaching and learning context, external structure, and internal structure of the textbooks. Additionally, a questionnaire was conducted with 78 learners in Kazakhstan to gather detailed insights into their learning experiences, preferences, and textbook expectations.
The significance of this study lies in its pioneering attempt to simultaneously analyze existing textbooks and assess the needs of Kazakh learners—a perspective that has been largely overlooked in previous research. In particular, the analysis revealed that none of the currently available textbooks provides Kazakh-language mediation, even though Kazakhstan's trilingual policy and the strengthening of Kazakh-mediumpublic education have made the conventional Russian-only approach increasingly inadequate. Most prior studies have lacked practical analysis and often adapted textbook models from other languages, failing to reflect the specific linguistic and educational needs of Kazakh learners. By integrating data from the textbook analysis and the survey, this study proposes a curriculum outline and a sample unit structure aligned with the beginner level (TOPIK I) and the 2017 국제 통용 한국어 표준 교육과정(International Standard Korean Language Curriculum) of the National Institute of the Korean Language.
While the study is limited to textbook- and questionnaire-based analysis, it offers a valuable starting point for future research and textbook development. Further qualitative research, such as interviews with learners and teachers, is recommended to deepen the understanding of Kazakh learners' needs and to enhance the design of effective educational materials.
