This study analyzed the effects relationship between the antecedents and consequences of proactive administration targeting civil servants in basic local government and discussed the results. The results show that public service motivation and adhocracy culture have a positive effects on proactive administration, while transformational leadership did not have a significant effect. It was found that civil servants' proactive administration had a positive effect on work performance, and that transformational leadership and adhocracy culture also had a positive effect in improving work performance. Meanwhile, reward was found to have a negative effect on both proactive administration and work performance. The mediating effect of proactive administration showed a positive mediating effect in the relationship between public service motivation and work performance, and adhocracy culture and work performance. Based on these results, the present study suggested theoretical and policy implications for improving work performance through proactive administration.
