With the continued development of urbanization, modern urban society faces great opportunities and challenges. Urban governance is a pluralistic urban development and management process that has a significant impact on the competitiveness and sustainability of cities and the lives of residents. This study examined the key role of local governance theory in modern urban governance through an analysis of the case of Zibo City, China, which is evaluated as an example of successful urban governance. Existing studies analyzed that Zibo City's urban governance achieved results in improving the level of urban management, building a city brand, social participation, and forming social capital.
This study set the main subjects of Zibo City's urban governance case as the government, social organizations, companies, and citizens, and analyzed the interactions between the main subjects from various angles. Through the analysis, it was found that Zibo City's urban governance structure has characteristics such as pluralism, cooperation, and networks, and that efficient cooperative relationships are formed between the government and other entities. Additionally, the key elements of building urban governance in Zibo City are as follows: First, active participation of residents and related organizations. Second, the exchange of information is based on mutual trust between participating entities. Third, an effective cooperation network through the establishment of horizontal partnerships. Zibo City's urban governance played an important role in resolving various problems that arose in the process of building the Barbecue City brand.
