참여정책분석의 개념적 특성과 과정 = Participatory Policy Analysis:Conceptual Characteristics and the Process

다국어 초록 (Multilingual Abstract)

The purpose of this paper is to study the conceptual characteristics and the process of the Participatory Policy Analysis. The major conceptual characteristics are as such: ordinary citizens and stakeholder participation in the process, stress on the post-positivism and the policy debate, and integration of expertise and democracy. In this paper the stages of the PPA are described and it is explained what tasks are to be done in the process.

국문 초록 (Abstract)

이 연구는 엘리트주의적 실증주의 정책분석의 한계에 대한 비판을 토대로 일반시민을 포함한 정책관련자들이 참여하는 정책분석 접근법인 참여정책분석의 개념적 특성을 규명하고 참여정책분석의 과정이 어떻게 구성되는지를 논의한 것이다. 참여정책분석의 특징으로 정책관련자의 정책분석과정 참여, 토론의 중시, 합리성과 민주성의 조화 지향, 그리고 탈실증의적 접근의 강조 등에 대해 논의하였다. 참여정책분석을 기획, 실행, 보고 등의 세 단계로 크게 구분해볼 때 각 단계별로 어떤 요소들이 고려되어야 하고, 그 과정은 어떠한지, 그리고 상이한 성격의 참여자들은 어떤 역할을 수행하는지에 대해 논의하였다.
