光州市 不良住居環境 改善方向 = Direction in environmental improvement of slum and blighted settlement in KWANG JU area

국문 초록 (Abstract)

경제개발에 의한 都市化, 産業化의 과정에서 발생된 不良住宅은 都市美觀을 저해할 뿐 아니라 재해위험, 환경불량, 토지이용의 비효율성 등의 문제점을 안고 있지만 한편으로는 저소득층이 보다 나은 환경으로 이행하는 중간단계 居處로서의 기능을 하기도한다.
본 연구에서는 이러한 不良住居地를 개선하는데 적합한 諸般手段을 검토하여 합리적인 개선수단과 개선방향을 제시하고자 하였다. 불량주거의 일반적인 개선방향은 첫째, 불량주거지가 안고있는 부정적인 면을 제거하는 公共目的과 住居環境改善및 住居安定이라는 住民福祉的 목적이 동시에 충족되어야 한다. 둘째, 불량주거지는 주변상태, 地區의 자연적특성, 주민의 사회, 경제적여건과 가족구성등이 地區에따라 다양하므로 개선계획은 획일성을 지양하고 다양한 특성에 적합하게 수립되어야 한다. 세째, 불량주거지의 거주자들은 산업화, 도시화의 과정에서 뒤떨어진 低所得層이므로 환경개선은 社會福祉的 차원의 지원이 필요하다.

Urban industrialization and cocentration of people resulted in housing-problems. On of this problems is slum and blighted settlements. low-incomeclass constituted slum and blighted settlements in urban area and this area have influence on urban landscape. Moreover, there are problems such as natural danger, fire, unhealthy environment, inefficiency of land-use in this area.
This study is aimed to present the rational means and right direction in improvement of slum and blighted settlement. The general direction in the improvement are sa followings.
1. Achievement of public purpose and residentis, welfare such as the improvement of settlement and the stabilization of residential life.
2. Improvement of settlement in accordance with the characteristic of the area.
3. Governmental economic assistance for the realization of social welfare.
