다국어 초록 (Multilingual Abstract)

  This paper aims at identifying the structure and characteristic of conflict around the construction of new administrative capital in Korea. This project has been launched along with the inauguration of Noh Moo-Hyun to presidency. The idea of the project was put forwards as a campaign pledge of president candidate Noh in 2002 and since then has been a highly controversial or conflictory issue in Korea due to its high political tone. But the conflict is not simply related to the difference of political standpoint on the project, but rather deeply implicated with the lack of rationality of it as a public policy. Therefore the conflict constitutes a multilayered complexity. With a view to dissecting this complexity, the paper is organized as follows: (1) theoretical review of conflicts around public policy from a perspective of social constructivism, (2) revealing the causes of conflicts by examining the implementation process of the project, (3) analyzing a static structure of conflicts consisting of the objects and subjects of conflicts, (4) analyzing the dynamic structure of conflict by examining the coordination of conflicts and shift to them to a new stage, (5) summarizing the characteristics of conflicts and suggesting a way of solving them.
