    The public appraiser`s system has many problems owing to the legal characteristics of the Public Notice of Values and Appraisal of Lands, Etc. Act. This study overview these problems with respect to the `desirability` of the appraiser`s qualification system. To review whether the existing system is for the people and for the appraisers, we used three criteria; that is, specialty, fairness and autonomy. And then we compared three alternatives with the secriteria, Finally we concluded the separation of existing act, the one for the public appraiser`s system and the other for the Officially Assessed Land Price system, is desirable for the improvement of the system,
