This paper analyzes the campaign finance of 2002 local election based on official data. Although it is limited, the official data reveals the significant patterns of revenue and expenditure of campaign finance. First, there is a ignificant imbalance of campaign finance between the ruling party and the opposition party. In order to reduce the imbalance of campaign finance and ensure the fair ompetition, it is necessary to increase the state subsidy on the campaign finance. Second, because the local election law does not allow to hold the official patronage system, the large amount of campaign finance consists of candidate’s personal fund. This large share of personal fund on the campaign finance results in political corruption and reduce fair competition. Therefore it is necessary to allow the official patronage system in local elections.
Third, in terms of expenditure of campaign finance, the portion of organizational mobilization expenditure is very high. We found that especially during the last period of election campaign, the organizational mobilization expenditure was rapidly increased and this excessive spending did not influence the election results.
Therefore, it is necessary to change the election campaign method from the organizational and obilizational method to the mass media-oriented method.
