기후 위기와 그린 (뉴)딜, 그리고 러시아의 대응에 관한 시론적 연구 = A Pioneering Study on Climate Crisis, Green New Deal, and Russia’s Response

국문 초록 (Abstract)

전 지구적 기후위기로 인한 인류에 대한 위협의 극복 방안으로 미국의 그린 뉴딜 혹은 유럽의 그린 딜이 대대적인 주목을 받고 있다. 표면적으로는 미국과 유럽을 중심으로 한 그린 뉴딜 혹은 그린 딜 정책에 강한 반발을 보이고 있는 러시아도 이러한 서구 주도의 담론에는 반발하면서도 기후 변화로 인해 발생할 수 있는 모든 상황에 나름대로 대비를 하고 있다. 그런데 러시아는 이미 10 여 년 전부터 정부 주도로 지구 온난화, 재생에너지 개발, 탈탄소화 등에 대한 구체적인 대안을 준비해 왔다는 사실은 거의 안 알려져 있다. 특히 에너지 전환과 관련된 부문이 향후 또 다른 서구와의 지정학적 경쟁과 갈등 구조가 될 수 있다는 판단 하에서 대비를 하면서도 서구가 주도하는 기후 레짐과 협력하지 않으면 러시아 경제의 지속 가능한 발전이 불가능하다는 기본 인식 하에서 많은 변화를 도모하고 있는 것을 파악할 필요가 있다.

다국어 초록 (Multilingual Abstract)

Green New Deal or European Green Deal has received attention of wide public as a way to overcome threat to mankind occurred by the climate crisis. On the surface, Russia has been in opposition to or critical of Green New Deal discussed by U.S or Green Deal led by EU. In Fact, however, Russia also has prepared and planned for all the possible challenges happened by climate change. It is not known that actually Russia has prepared for the alternatives concretely in global warming, development of renewable energy, and de-cabornization since long before. Although Russia made a judgement that the aspects related to energy transition could be a reason of geopolitical competence and conflict with the West(U.S. and E.U), Russia try to make sweeping changes to sustainable development in cooperation with climate regime led by the West.
