Active volunteering in the 21st century is in the growth of necessity of the public and private sector cooperation under the national management keynote which is represented by neo-liberalism.
The inheritance of our spiritual communities and its development are also emerging as the only alternatives in order to form the most ideal welfare society in the future.
Due to people's growing expectations on social welfare, volunteering actually hasn't been supplied with the financial capacity of the nation, and it has been extended to the parts of national policies, and now it is requiring the political results by the co-production of the public and private sector. "The most successful countries are based on the social trust, which enables volunteer community members to do a wide range of voluntary cooperation," said Fukuyama, who has emphasized the importance of volunteering as being a civil right movement.
While South Korea's volunteer-activity participation that were 16.3% in 2002, and 20.5% in 2005 still looks much different from that of the developed countries, recent government policies and active volunteering for the enactment of the Basic Law have taken place systematically and actively to stimulate the various volunteer-fields.
However, there are volunteer leaders for the local volunteer organizations, but they have difficulties in operating the organizations effectively.
Because of their organizational properties Volunteer organizations have a difficulty in introducing innovative management techniques that business or public organizations are making use of.
The leader's role is very important for taking out their members' voluntary cooperations, mutual activity and its shared values, and self-realization.
Volunteers' behavioral characteristics are made up of individual self-fulfillment motivations and intrinsic rewards.
So, out of a variety of volunteer leaderships, the leadership of the organizational theory is best defined as Transformational Leadership, and the empirical researches on the relationship was conducted in this study.
In addition, the importance of trust that the members have was taken into account in order to look into the effect that the Transformational Leadership has on the effectiveness of the organization. Through trust as a parameter its influence is going to be verified in this study.
The research model has been completed by reviewing previous studies on Transformational Leadership, trust, and organizational effectiveness for the purposes of research.
In this model, Transformational Leadership consists of charisma, intellectual stimulation, individual consideration, and inspiration motivation as an independent variable, and also organizational effectiveness consists of job satisfaction, organizational commitment, and innovative behavior as a dependent variable, and trust is composed of calculus-based Trust, knowledge-based Trust, and identification-based confidence Trust as a parameter.
In this hypothesis parameters were assumed to affect the positive (+) to dependent variables in the relationships among the independent variables for parameters, parameters for dependent variables, and independent variables and dependent variables.
The five-point scale to measure the response Likert scale was used, through a questionnaire survey in a way that Gyeongsangbuk 22 city, county, volunteers registered with Volunteer Center.(from July 2 to July 31, 2010). 368 questionnaires were collected out of 500 and the response rate was 73.6%.
The research model in the regression model variables were analyzed by using SPSS, and reliability & validity of all statistical criterion were met.
According to the analyses, all hypotheses of Transformational Leadership and trust were proved to have a significant impact.
The hypothesis of Trust and organizational effectiveness was significantly influenced and trust as a mediator parameter on relationship between Transformational Leadership and Organizational Effectiveness was proved to be significantly influenced in 20 of 36 hypothesis .
Through research, volunteer organization for the revitalization of the Transformational Leadership for the effectiveness of volunteer organizations is a necessary element. Volunteer organization, especially between the leaders and volunteers, suggests that trust is a very important factor.
As a way of enhancing the effectiveness of the volunteering organization, in this study, it came to a conclusion that leaders who had Transformational Leadership could operate more effective volunteer organizations through their members' trust and variables.
There are several ways for the activation of the volunteer organization that this conclusion was based on.
With the national policy implication of the low cost and utilization of professional staff in volunteering, as the most democratic alternative policies to solve various social problems beyond the reach of the government, the national supporting system should be taken for the activation of volunteer organizations.
Limitations of this study include that there were some burdens of the access among variables due to the lack of previous research on the existing volunteer organizations during the design process model, and there were also some unnatural points in the logically objective development and its validation on account of the poll subjects' disproportionate distributions.
In order to make this study objective and systematic, the development of a new model is needed for the universally objective researches on the only volunteer leadership and the organizational effectiveness of its organization.
