문화예술교육사 제도 정립을 위한 전문예술교육가(TA) 해외 사례 연구 = A case study on overseas teaching artists(TA) for establishing the system for ‘arts & culture educator’ in Korea

다국어 초록 (Multilingual Abstract)

According to the enforcement of The Decree of the Arts & Cculture Education Assistance Act and Rules of 2012 for ‘arts & culture educator’ in Korea, there should be a variety of plans and researches followed in order to establish its system. This study, as one of the commissioned works by ‘Korean Arts and Culture Education Service’, was benchmarking similar overseas cases of TA(AT) systems in the matter of qualification, education,career, local or national support, assignment and etc, in order to present implications and possibilities. It was found that one of the most important elements in TA’s success in overseas cases was well-built community-based networking systems based on close cooperation within TA, educational institutions and local organizations. Also, a human resource management services were effectively afforded to provide useful information. Despite consistent world economic recession, there were various efforts found to create a new job position for TA. In conclusion, inspection and development of curriculum and instructional methods, selection of training institutions,qualification standard for getting 1^(st) or 2^(nd) degree, building networking system local and nationwide, job creation, work program, and consistent support for arts & culture educators, should be considered altogether for the success of arts & culture educators in Korea.

국문 초록 (Abstract)

2012년 문화예술교육지원법 시행령이 개정·시행되고 문화예술교육지원법 시행 규칙이 신규 제정됨에 따라, 문화예술교육사 제도 정립을 위한 다양한 모색이 진행 중이다. 본 연구는 이러한 시도 중의 하나로, 우리나라의 문화예술교육사와 유사한 해외의전문예술교육가(Teaching Artist, TA) 사례를 벤치마킹하고, 이를 통해 우리나라문화예술교육사의 성장 가능성과 발전 방안을 위한 시사점을 도출하는 데 목적을 두었다. 해외의 경우 국가 혹은 지역사회-예술단체-교육기관-TA간 네트워킹을 기반으로긴밀한 협력 체계를 이루고 있었으며, 인적 관리 관련 정보 서비스를 제공하기 때문에지속적인 관리와 지원이 가능함을 확인할 수 있었다. 또한 지역사회에 공헌한다는 책임감으로 자신의 교수법을 개선하고자 다양한 형태의 세미나, 워크숍, 학술대회에 참석하는 등 자기개발에 힘쓰는 TA들도 발견할 수 있었다. TA 관련 가장 핵심적인 역할을 하는 것은 예술 관련 단체나 협회, 학회, 예술교육연합회, 교육기관, 기타 사회기관 등이었으며, 세계적인 경제 불황에도 불구하고 이들을 중심으로 TA의 활동 영역을개척, 확장하기 위한 다양한 노력들이 이루어지고 있었다. 해외의 다양한 사례를 기반으로 우리나라의 문화예술교육사 양성을 위한 체제 및 교육과정의 점검과 더불어, 예술가로서 지속적인 힘을 지닐 수 있도록 다양한 배려와 지원이 요구되는 바이다.
