[특집/청계천 복원의 사회학]청계천의 재자연화를 둘러싼 갈등과 쟁점

국문 초록 (Abstract)

이 글은 청계천 복원의 해석과 방식을 둘러싼 주도세력과 비판세력들 간 갈등을 분석하면서 복원의 쟁점과 과제를 도출하고자 한다. 논의는 서울의 생태 공간에서 차지하고 청계천의 위상을 살펴본 뒤, 기술합리주의로 규정되는 주도 세력(서울시)의 입장과 환경생태주의로 규정되는 비판세력들(시민환경단체)의 입장을 비교하고, 이어 양 입장 간 갈등이 집중되어 있는 쟁점들을 살펴보면서 올바른 복원의 조건을 이끌어내는 순서로 전개된다. 복원을 둘러싼 쟁점의 핵심은 청계천의 재자연화에 관한 것이며 이는 청계천이 서울의 생태공간에서 차지하고 있는 위상에 대한 상이한 해석과 관련되는 것으로 주장된다.<br/>

다국어 초록 (Multilingual Abstract)

This paper attempts to examine the conflicts between two contending groups around the 'renaturalization' (or restoration) of Cheonggyecheon, which is a stream running west to east in the inner part of Seoul but is covered by a multi-lane road with an overpass. Basically, the two groups assume a distinct ideological standpoint opposite to each other under the slogans of 'techno-developmentalism' and eco-environmentalism' The former consists of the Mayor of Seoul municipal Government, the Task Forces for Cheonggyecheon Restoration, the Citizens' Committee on Cheonggyecheon Restoration, and pro-government researchers, while the latter comprises various environmental groups, the Green Seoul Citizens Committee (within Seoul Municipal Government), and critical-minded researchers The paper provides detailed comparisons of the two groups'<br/>
positions in regard to the interpretation of restoration, restoration strategy, ways of historical restoration, ways of ecological restoration, ways of stream restoration, ways of stream embankment development and ways of citizens' participation into the process of restoration<br/>
