본 연구는 도서관과 기록관이라는 상이한 정보관리 기관에서 활용되는 메타데이터 표준을 비교함으로써, 디지털 환경에서 요구되는 메타데이터 상호운용성 확보의 방향과 과제를 규명하는 것을 목적으로 한다. 도서관과 기록관은 공공정보자원을 관리한다는 공통점을 지니고 있으나, 서로 다른 제도적 전통과 기술적 목적에 기반하여 상이한 메타데이터 체계를 발전시켜 왔다. 이러한 구조적 차이는 기관 간 데이터 연계와 통합을 추진하는 과정에서 개념적 한계로 작용하고 있다. 이를 위해 본 연구는 문헌연구, 메타데이터 표준 비교분석, 국내외 사례조사를 중심으로 한 질적 연구 방법을 적용하였다. 분석 대상은 도서관 분야의 MARC 및 KORMARC와 기록관 분야의 ISAD(G), EAD, 그리고 범용 메타데이터 표준인 Dublin Core로 설정하였으며, 각 표준의 구조적 특성, 기술 요소, 기술 목적의 차이를 중심으로 비교하였다. 또한 최근 메타데이터 환경 변화에 대응하여 Linked Data 및 RDF 기반 전환 동향과 함께 BIBFRAME, LRM, RiC-O 등 차세대 메타데이터 모델을 이론적 배경으로 검토하였다. 분석 결과, 도서관 메타데이터는 이용자 중심의 검색과 접근성을 중시하는 레코드 기반의 평면적 구조를 특징으로 하는 반면, 기록관 메타데이터는 기록물의 생성 맥락과 계층 구조, 관리 이력을 중시하는 맥락 중심 구조를 전제로 설계되어 있음을 확인하였다. 이러한 구조적 차이는 표준 간 변환 과정에서 정보 손실, 전거 및 식별자 관리의 불일치, 생애주기 메타데이터 연계의 한계 등 상호운용성 문제를 야기하는 주요 요인으로 작용한다. 사례 분석을 통해서는 기존 표준의 안정성을 유지하면서도 의미적 연결성과 재사용성을 강화하기 위한 Linked Data 및 RDF 기반 전환이 점진적으로 시도되고 있음을 확인하였다. 본 연구는 도서관과 기록관 메타데이터의 구조적 차이를 단순 비교하는 데 그치지 않고, 기록물 보존의 목적을 이용과 서비스 관점에서 재조명함으로써 두 영역이 공유할 수 있는 서비스 지향적 메타데이터 환경 구축의 가능성을 제시한다. 아울러 메타데이터 상호운용성 확보를 위해 기술적 접근과 함께 정책적 지원과 기관 간 협력 체계 구축의 필요성을 강조하며, 향후 공공정보자원의 통합적 관리와 활용을 위한 기초 자료를 제공하고자 한다.

This study aims to examine the directions and challenges of ensuring metadata
interoperability in the digital environment by comparing metadata standards used in
libraries and archives. Although libraries and archives share the common role of
managing public information resources, they have developed distinct metadata
frameworks based on different institutional traditions, technical purposes, and service
objectives. These differences have emerged as structural and conceptual barriers to data
integration and cross-domain information sharing.
To address this issue, the study adopts a qualitative research approach based on
literature review, comparative analysis of metadata standards, and case studies. The
main standards examined include MARC and KORMARC in the library domain,
ISAD(G) and EAD in the archival domain, as well as Dublin Core as a general-purpose
metadata standard. The analysis focuses on the structural characteristics, technical
elements, and design principles of each standard. In addition, recent trends toward
Linked Data and RDF-based environments are reviewed, with next-generation models
such as BIBFRAME, LRM, and RiC-O discussed as theoretical frameworks for
extending interoperability rather than as direct objects of comparison.
The results show that library metadata is characterized by a record-based, flat
structure that emphasizes efficient retrieval and user access, whereas archival metadata
is based on a context-oriented, hierarchical structure designed to represent provenance,
functional relationships, and long-term management. These structural differences lead to
key interoperability issues, including information loss during transformation,
inconsistencies in authority control, and disparities in identifier management. Case
studies further indicate that many institutions are pursuing a gradual transition toward
Linked Data and RDF-based metadata models to enhance semantic relationships and
reusability while maintaining the stability of existing standards.
This study contributes to the field by moving beyond a simple comparison of
metadata structures and by reinterpreting archival preservation from a service-oriented
perspective. It highlights the potential for libraries and archives to share common goals
in information services and emphasizes the importance of combining technical solutions
with policy support and inter-institutional collaboration. The findings provide
foundational insights for building an integrated metadata environment that supports
sustainable access, interoperability, and utilization of public information resources.
