국가경찰 중심의 일원적 자치경찰제의 법･제도적 한계와 발전방안 = Legal and institutional limitations of the self-governing police system and improvement measures

With the full implementation of the self-governing police system, the era when only the national police monopolized public security is over. From the uniform security service provided by the national police, it became possible to provide autonomous and creative local residents-customized self-governing police services by region. The 18 self-governing police commission across the country will engage in cooperative competition with the national police, sometimes with the self-governing police commission, to provide police services suitable for the circumstances of each region.
However, the limitations of the self-governing police system are also clear. It is not easy to find autonomy in the model of the self-governing police system, which has ‘autonomous police affairs but no autonomous police’.
The police have made it mandatory to operate the system intended by the Police Act in a reduction-oriented way. It is a problem of legal and institutional limitations of the self-governing police system.
The new government is trying to overcome the limitations of the so-called (centered on the national police) monolithic self-governing police system model by ‘strengthening the autonomous police power’ and moving forward with the autonomous police system 2.0. It is expected that the experience accumulated over the past year and the limitations revealed will serve as a stepping stone for the stable implementation of self-governing police System 2.0.
Here, the current self-governing police system, the so-called (centered on the national police) monolithic self-governing police system, has historical value as a transitional model to serve as a stepping stone to a true self-governing police system.
