지방재정지출 구조와 지역회복력의 관계 -인과관계 방향의 실증적 탐색- = The Relationship between Local Fiscal Expenditure Structure and Regional Resilience: An Empirical Exploration of the Causality Direction

This paper empirically explores the causal direction between the structure of local fiscal expenditure and regional resilience by applying the Wagner Law and the Keynesian hypothesis. To this end, this study tested the causality between local fiscal expenditure structure and regional resilience through the Granger causality test and the Vector Error Correction Model (VECM) using fiscal expenditure settlement data from 2013 to 2020. As a result of the analysis, it was confirmed that regional resilience was a cause variable for the change in the proportion of social development expenditure in both the Granger causality test and VECM. In addition, through the impulse response function, it was confirmed that the proportion of social development expenditure and regional resilience repeatedly increase or decrease toward the long-term equilibrium. These results suggest that the relationship between local fiscal expenditure structure and regional resilience can be explained by applying Wagner’s law, while further discussion is needed with various possibilities open for the relationship between the two variables. Based on the analysis result, this study aims to provide related knowledge and policy suggestions so that the region can increase its ability to respond to crises in crisis situations.
