싱크탱크의 발전과 정책연구 : 미국의 주요 싱크탱크 사례연구

국문 초록 (Abstract)

싱크탱크(Think Tank)는 아이디어 브로커(Idea Brokers)로서 정부와 국회 및 여러 공공기관들의 공공정책 개발 과정 등에 커다란 영향력을 발휘하고 있으므로 이들에 대한 보다 실질적인 연구가 절실하며 아울러 한국의 싱크탱크 육성과 발전을 위해서도 외국의 주요 싱크탱크 사례 연구가 필요하다. 싱크탱크는 국내정치 및 국제적인 이슈에 대해서도 많은 영향력을 행사하고 있다. 특히 미국 워싱턴 정가의 주요 싱크탱크들은 정책엘리트로서의 위상을 구축하여 활발한 활동을 하고 있으며 한국관련 정책에도 커다란 영향력을 미치고 있으므로 이들에 대한 연구가 필요하다. 이 글에서는 미국 싱크탱크의 발전상(싱크탱크의 정의, 싱크탱크의 발전, 싱크탱크의 이념성향, 싱크탱크의 정책 영향력 등)을 우선 개괄해보기로 한다. 그리고 워싱턴 디씨 지역의 주요 싱크탱크들(헤리티지재단, 브루킹스연구소, 미국기업연구소, 케이토연구소, 국제전략연구소 등)의 운영사례를 살펴본 다음, 한국에서의 시사점(싱크탱크 육성, 미국사례가 한국에 던지는 정책적 함의 등)을 모색하였다.

다국어 초록 (Multilingual Abstract)

Generally speaking, think thanks play a significant role as idea brokers for the development of public policy for both executive and legislative branches, and many public agencies. Accordingly, it is necessary to conduct a case study of major leading think tanks in advanced countries because sucha case study could provide a valuable lesson for further development of Korean think tanks. In fact, think tanks are playing a pivotal role not only in a domestic dimension but also in an international perspective around the world. For example, leading think thanks in Washington, DC exercise a substantial influence as policy elite groups not only in the process of public policy agenda building but also in Korea-US relationships. Therefore, it would be a good idea to conduct a case study of those leading American think tanks. This paper first deals with the historical development of American think thanks (definition of think thank, growth of think thanks, ideological orientation of think tanks, and policy influence of think tanks), followed by discussion of a brief case study of five major leading think tanks in Washington, DC (i.e., the Heritage Foundation, the Brookings Institution, the American Enterprise Institute, the Cato Institute, and the Center for Strategic and International Studies) and policy implication (lessons learned for the development of think tanks in Korea) and conclusions.
