Guy Perrin was a joint professor of the faculty of law and department of sociology at University of Geneva in Swiss and worked as Directeur adjoint at the Department of social security in the ILO. In 1966, he obtaind the doctoral degree at university of Lausanne on the topic of sociology of Pareto. He died at 65 in 1992. He wrote lots of articles on international social security, theory and institution of social security.
This paper examines his studies on the theory and institution of social security and discusses the implication of his study on the study of social security of Korea. Among others, this study focuses on "Towards a sociological theory of social security(1967)" and "The future of social security-crisis, challenge, and changes of value(1985)" and changes in the concept of social security and principles in his late years. In his theory, the concept of social security consists of the right of social insurance and the concept of public assistance is a marginal one. With respect to a response of social security to the changing social environment since 1980, he emphasized adaptation to the change of social environment by rationalization and humanization. He suggests strengthening the function of social minimum guaranty in order to resolve the poverty and unemployment and a method for financing social security with insurance and tax, reflecting changing labor form and values. I wonder whether he concerned about social security in East Asia His primary concern was given to the social security in the European Welfare State. He expected that other societies will develope social security system similar to that in the West. That was considered as a hope but a task for human right in the 21st century.
