중국의 환경정책 확산과 혁신은 왜 어려운가? : 상하이시의 전기자동차 정책을 중심으로

국문 초록 (Abstract)

상하이시는 전기 자동차 정책 확산에 유리한 동기 요소들인 다른 지역들에 비해 풍부한 재정, 우수한 인적 자원, 정책 창도자를 중심으로 한 전문가 관료 그룹을 보유하고 있다. 또한 상하이시 정부와 외국 업체들, 로컬 업체들과 외국 업체들 간의 국제 협력과 학습도 전기자동차 정책 확산과 상하이시 전기자동차 보급에 유리하게 작용할 수 있는 요소이다. 이를 바탕으로 상하이시는 중앙정부에서 상하이시 정부로의 수직적 확산, 상하이시 정부에서 시의 3개 구 지방 정부로의 수평적 확산을 통해 전기차 판매와 보급을 늘리려 하고 있다.
그러나 전기자동차 연료 공급에 중요한 충전소 네트워크 보급과 관련된 법제와 거버넌스 체계의 미비, 중앙정부의 일방적인 전기차 보조금 축소로 인하여 상하이시의 전기자동차 판매 증대와 전기차 보급에 어려움을 겪고 있다. 특히 정책 관련 거버넌스 체계의 미비는 중국의 다른 환경 정책 실행의 성과 창출에도 장애 요소로 작용하고 있는 문제이다. 중앙정부와 지방정부, 전문가관료 그룹의 노력만으로는 환경 정책의 성과를 창출할 수 없으며 전기자동차 기술 개발과 생산에 참여하는 기업들과 전기자동차 소비자이거나 소비자가 될 수 있는 시민들의 참여를 유도하여 보다 실질적인 성과를 낼 수 있는 정책 입안과 실행이 필요하다. 이를 위해 상하이시 정부는 중앙정부와 업체들을 비롯한 정책 관련 행위자들과의 거버넌스 위원회를 통해 현존하는 문제들의 해결 방안을 제시하는 것이 바람직하다. 또한 전기차 업체들은 연구개발에 대한 투자를 통해 주행 거리의 한계와 같이 전기차 소비자들을 불편하게 만드는 기술적 장애 요소를 극복하기 위해 노력할 필요가 있다.

다국어 초록 (Multilingual Abstract)

Shanghai has many motivators of electric vehicle policy diffusion; abundant finance, excellent human capital, the connection with Minister of Science & Technology, Wan Gang, a policy advocate and specialists, technocrats who understands electric vehicle technology. Also, Shanghai municipal government emphasizes electric vehicle policy diffusion to resolve air pollution. However, domestic obstacles disrupt performance creation of electric vehicle policy in Shanghai. The weak environmental governance between central government, electrice vehicle companies and other stakeholders, the difficulty of purchasing price cut due to the decrement of subsidy on buying of electric vehicle from central government are internal obstacles which cannot be removed in the short term. In particular, the weakness of governance system between government and other stakeholders become an obstacle of diffusion of other environmental policies and their performance creation. Therefore, Shanghai city government should construct governance committee with central government, companies, other important actors, discuss and implement possible solution. Electric vehicle companies need to invest R&D to break technological barriers.
