정치권의 지방자치체제 개편안의 문제점과 대안적 개편구상 = Political Parties' Restructuring Schemes on Local Self-Governing Areas/Tiers in Korea - Their Problems and An Alternative Solution -

다국어 초록 (Multilingual Abstract)

This paper aims to critically review the three political parties' restructuring schemes on local self-governing areas/tiers in Korea, and then to suggest an alternative local self-governing system for the strengthening of local democracy and international competitiveness in the glocal era. To this end, the paper begins with examining the characteristics of both the current status of and the political parties' restructuring schemes on local self-governing areas/tiers from the angle of international comparison. Next, a number of problems embedded in the political parties' schemes are scrutinized, in particular, in the light of local government reorganization cases of major advanced countries, public choice theory and the findings of its empirical tests. Third, the paper maps out an alternative local self-governing system in order to promote community democracy at the basic-level local governments and to enhance international competitiveness at the level of regional governments. Finally, the paper discusses the procedural issues to be seriously considered in the restructuring reform of local self-governing areas/tiers.

국문 초록 (Abstract)

근래 한나라당과 민주당의 대다수 의원들은 시․도를 폐지해 1자치계층으로 축소하고, 시․군․구를 60～70개의 통합광역시로 재편성하여 도가 수행하던 기능의 일부를 대신하게 하며, 나머지 기능을 국가지방광역행정청을 설치해 수행하도록 하는 방향으로 현행 지방자치체제를 개편하려고 서두르고 있다. 계제에, 본 논문은 이와 같은 정치권 개편안을 비판하고 그 대안적 지방자치체제 개편구상을 제시하기 위해 작성되었다. 이를 위해 본 논문은 다음과 같은 연구과제들을 다룬다. 첫째, 지방자치구역 및 계층의 현황과 정치권 개편안의 특징을 국제비교를 통해 점검한다. 둘째, 정치권 개편안의 문제점을 외국 사례와 동향, 이론적 관점 및 경험적 연구결과 등에 비추어 논의한다. 셋째, 세방시대 선진 한국의 지방자치체제의 대안구상을 제시한다. 마지막으로, 향후 지방자치구역 및 계층구조를 개편할 때 유념해야 할 절차적 사항을 논변한다.
