This study aims at examining characteristics and statistics of referendum as an instrument of public dispute resolution. For these purposes, this study analyzes the public disputes that had settled down from 1994 to 2013 and compares them according to issue, type, character, intensity and resolving methods, and so on. Based on the analysis, this study suggests policy implications for reforming referendum as an instrument of public dispute resolution in Korea as follows: 1) referendum needs to be rightly applied according to conflict issue, type and character, 2) in order to increase efficiency of referendum, it is necessary to improve referendum systems as well as develope strategic abilities of appropriate use of referendum, 3) for this, government should try to increase institutional trust of referendum.
