Mountainous and hilly areas are widely attracted as an alternative choice for the construction of housing complexes and might be recognized as a well -matched place for a pleasant living environment with the change of the times since the development of housing site in large cities has been limited. The objectives of this study are to analyze overall matters including development situations, case studies, investment analysis, etc., to accelerate the utilization of the mountainous and hilly areas for the housing site development through the improvement of laws and systems, and to present desirable directions of Korea National Housing Corporation(KNHC) for the future. It can be realized that the utilization of the mountainous and hilly areas can be given not only the expansion of the housing site development but also the construction of pleasant housing complexes. In this study, the following results have been identified as significant points we must solve and which might help to vitalize the development of the mountainous and hilly areas for housing site when we positively solve them. First of all, articles in relation to the mountainous and hilly areas for the housing site development must be put in "Housing Site Development Promotion Act" in the short-term aspect and then "Mountain Development Promotion Act" must be established in the long-term aspect. Also, it must be adjusted the percentage of the reduction or exemption of incidence costs which can be determined by the ratio of semi-conservation forestry of development area. The percentage change from 70% to 50% would be reasonable. Third, a local government must offer valuable incentives like the rights of the housing site development if a developer on behalf of the local government provides infrastructure facilities. Fourth, the partial purchase must be adopted to the housing site development executing by "Housing Site Development Promotion Act" within the limit of the development of the mountainous and hilly areas. Finally, clear standards in order to build environmentally friendly housing complexes must be elucidated with first priority in architect act. In this view, it is suggested that KNHC needs to establish systematic strategies such as collection data, design of new housing types, development in connection with mountain villages and so forth in the long-term aspect. However, although mountainous and hilly areas are well recognized as a housing site, the development has not implemented actively because of rigidity of law in connection with land use, excess of investment expenses, environmental effects, etc. It consists of five major contents such as basic concepts and situations, given conditions of development, case studies of housing development, investment analysis through case analysis and purchase methods of housing site, and the improvement of problems of programs for laws and systems, incidence costs, and infrastructure facilities.
