    본 연구는 인구절벽으로 인한 병력자원 감소와 AI 과학기술군으로의 전환이라는 시대적 과제에 대응하기 위해, 미래 육군 부사관의 적정 급여 수준을 산출하고자 하였다. 특히 부사관의 획득률 저하와 중기복무자의 이탈률 증가의 주요 원인이 급여 불만족에 기인한다는 점에 주목하여, 금전적 보상의 관점에서 부사관 전 생애 복무주기에 걸친 적정 급여 수준을 실증적으로 도출하고자 하였다. 이를 위해 “고졸 학력 민간인의 70분위수 임금 이상” 및 “가구 구성에 따른 표준생계비 충족”을 적정 급여의조작적 정의로 설정하였다. 이후 계급·복무연차별 인원분포와 민간임금 및 생계비 통계를 바탕으로 선형계획 모형을 수립한 후, 총 인건비를 최소화하면서 제약조건을 모두 충족하는 최적화된 적정 급여 수준을 산출하였다. 모형 적용 결과, 1∼3년차 초급 부사관의 급여는 민간급여의 70분위수인 290만원 수준으로 인상되었고, 중·장기 복무자들의 급여는 복무 15년차 기준 현 급여 대비 112만원, 20년 기준 현 급여 대비 월 257만원 인상된적정 급여 수준이 도출되었다. 이러한 최적화된 급여 수준은 타 직업 대비 충분한 임금경쟁력을 확보할 뿐만 아니라, 가족의 삶의 질을 유지할 수 있는 임금 수준으로 평가되며, 이를 적용한다면 다가오는 2차 인구절벽 시기어려운 인력획득 환경 속에서도 우수 부사관을 획득 및 유지함으로써 극복할 수 있을 것으로 판단된다.

    This study aims to estimate the appropriate salary level for future Army non-commissioned officers (NCOs) in response to the dual challenges of decreasing military manpower due to demographic decline and the structural transformation toward an AI-powered scientific military force. In particular, the study focuses on the growing difficulty in recruiting and retaining NCOs, which is primarily attributed to dissatisfaction with current pay levels. Adopting a compensation-focused approach, this research seeks to empirically derive an optimal salary structure that spans the entire service life cycle of NCOs.
    To achieve this, the study defines appropriate salary through two operational criteria: (1) monthly pay equal to or greater than the 70th percentile of civilian earnings for high school graduates, and (2) the ability to meet standard household living costs based on family composition. A linear programming model was con- structed using data on rank-tenure distributions, civilian wages, and household living expenses. The model was optimized to determine salary levels that satisfy these constraints while minimizing total personnel costs.
    As a result of applying the model, the salary for junior NCOs with 1 to 3 years of service was increased to 2.9 million KRW, corresponding to the 70th percentile of civilian wages. For mid- to long-term service members, the appropriate salary level was calculated to increase by 1.12 million KRW at 15 years of service and 2.57 million KRW at 20 years, compared to the current salary levels. This optimized salary structure is assessed to provide sufficient wage competitiveness relative to civilian occupations while also ensuring a level of income that maintains the quality of life for NCOs and their families. If applied, this compensation system is expected to enable the military to secure and retain talented NCOs even amid the challenging per- sonnel acquisition environment brought by the impending second demographic cliff.
