한국 시민사회의 젠더 차원 = 실증적 연구

국문 초록 (Abstract)

본 연구의 목적은 영역으로서의 시민사회의 젠더 차원을 ‘참여’라는 수준에서 실증적으로 연구하는 것이다. 먼저 여성주의적 시민사회 연구에 대한 기존 관점들을 비판적으로 고찰함으로써, 이제는 참여의 권리가 논의되어야 함을 강조하였다. 참여의 수준에서 본 시민사회의 불평등구조는 다른 모든 영역에서의 여성의 참여권리 실현을 저해하는 가장 근본적인 요인으로 작동한다. 본 연구의 결과는 한국 시민사회가 여성단체의 성장, 여성정책 의제화와 정책적 영향력 증대 등의 변화에도 불구하고 아직 여성 참여의 구조적 배제가 두드러진다는 것을 보여준다. 조직화된 시민사회에의 낮은 여성참여 뿐 아니라 여성주의적인 대안적 가치 확산의 미흡에서도 한국 시민사회의 남성중심성을 확인할 수 있다. 또한 자원결사체 참여와 시민참여 양상을 통해 볼 때도, 아직 여성의 참여는 남성에 비해 낮다는 것을 알수 있다. 그러나 여성의 낮은 시민사회 참여는 여성의 자원적 참여의지 결여의 문제라기보다는 일정한 사회적 조건 속에서 나타날 수밖에 없는 사회적 관심과 참여의 구체적인 표현형태의 차이를 반영한 것이다. 후자는 여성의 참여를 비가시화하는 공/사 분리의 ‘상식’과 그것에 기초한 학문적 분석틀 및 조사방법의 문제와 결합되어 여성의 낮은 참여를 과장하는 경향이 있다.

다국어 초록 (Multilingual Abstract)

This study aims at an empirical study on the gender dimension of Korean civil society in terms of ‘participation.' At first, examining the existing feministic civil society studies, the author emphasizes that the right of participation should be taken into serious consideration in the feminist politics. The participation in civil society is very important, because its inequality structure hinders the realization of participation right of women in other arenas. This study shows that the Korean civil society cuts a conspicuous figure in the exclusion of women, though having positive aspects such as the growth of women's organizations and activities for the feminist policy. The data indicate the masculinecenteredness of Korean civil society: the insufficient spread of feministic alternative values and the low level of women's participation in the ‘organized civil society.' The data on participation in voluntary associations and civic participation also reveal that women's participation level is lower than that of men's. But the low level of women's participation in civil society cannot be interpreted as rooted in the lack of voluntarism. It is rather due to the differences in the mode of participation and the interests that spring from social structural position. This tends to exaggerate women's low participation and make women obscure by being connected with the ‘common sense' of ‘the public' and the academic framework of analysis and survey research method based on it.
