국토공간정보의 기반역할 정립을 위한 지적의 발전방향 = A Study on the Possibility of Future Growth of Cadastre for Decisive Role of National Spatial Data Infrastructure

This study shows the Possibility of future growth of Cadastre for decisive role of national spatial data
Infrastructure considering cadastral functions, problems, and requirements. Therefore, a survey on the direction
of spatial informatization should be carried out, and cadastral research's changes of topics and trends should
also be investigated in order to resolve the fundamental problems of cadastral matters. These must be put in
force since new demands due to environmental changes occurred. The development direction would be
composed of 3 main schemes which are ‘institutional system,’ ‘cadastral register,’ and ‘cadastral survey
technology.’
To acquire these goals on cadastral system analysis and sector diagnosis on managing ‘future cadastre,'
cadastral information applied system's development, making a new integrated cadastral study by managing
‘cadastral register’ which has updated spatial and attribute data, plans to expand cadastral registration,
standardizing the base of World Geodetic System to induce ‘cadastral survey technology,’ clarifying the system
of cadastral standard, and spatial measurement acquiring basis.

국문 초록 (Abstract)

본 연구는 지적의 기능과 문제점, 요구사항을 감안하여 국토공간정보로서의 기반역할 정립을 위한 지적의 선진적 발전방향을 제시하고자 한다. 이를 위해 국가와 국토의 공간정보화 추진방향을 조사하고, 지적 관련 연구논문의 주제 변화와 동향을 분석함으로써 그 동안 지적제도가 가지고 있던 문제점을 적시하고 지적 분야 전반에 걸쳐 발생한 급격한 환경변화에 따른 발전방향을 제시하고자 한다.
발전방향은 ‘제도’, ‘공부’, ‘기술’ 분야로 나누어, ‘미래형 지적제도 관리’를 위해서 지적제도 현황 분석 또는 분야별 진단과 지적정보 이용ㆍ활용체계의 발전방안을 제시하고, ‘지적공부의 관리’를 위해서 도형과 속성정보를 통합한 새로운 지적공부 작성과 지적공부의 등록사항 확대 방안을 제시하였다. 또한 ‘지적기술의 관리’ 를 위해서는 세계측지계 기반구축과 지적기준점 체계의 재정립, 공간측량 실현 기반을 정립하는 방안을 제시하였다.
