표준 및 표준화 정책에 관한 소고

국문 초록 (Abstract)

연구목적 - 본 연구는 표준 및 표준화의 중요성이 크게 부각되는 최근 상황에서 표준화 정책에 관한 경제이론을 고찰하고 다양한 표준화 정책수단을 제시하였다. 특히 표준화과정에서 정부정책에 영향을 미치는 요인들을 찾아보았다.
시사점 - 우리나라에 대한 주요 시사점으로는, 첫째 표준화정책은 단지 표준화의 시장실패를 보전하는 수준이나 시장 선도적 접근방법에 그치는 것이 아니라 지속가능한 하나의 기술시스템(technological system)이 되도록 하고, 둘째, 중소기업에 대한 표준화 지원정책이 각별히 요청되며, 셋째 표준화 과정에서 정부정책에 영향을 미치는 요인, 즉 제품생애주기, 산업특성 및 시장구조, 규제 및 구매정책, 기술혁신의 속도, 표준제정과정, 국제적 요인, 표준화 대상 등에 대한 인식과 이를 반영하는 표준화 정책이 필요하다. 특히 기술혁신의 속도, 표준화의 속도, 그리고 표준의 질 간의 적절한 조합을 유도하는 정책이 필요하며, 최근 무역의 글로벌화로 국가표즌의 역할이 감소하고, 국제표준의 역할 증대하는 상황 하에서 국가표준과 국제표준과의 적절한 균형을 이루어야함을 강조하였다.

다국어 초록 (Multilingual Abstract)

Purpose - This paper surveys the economic theory of standardization policy and suggests various policy tools for standardization. Especially, we investigate the factors Influencing on government standardization policy.
Implications - We find some policy implications of the Korean government. First, standardization policy should focus on establishing a sustainable technological system rather than remedying market failure or reinforcing market-led approach. Second, the support for ‘SMEs(small and medium-sized enterprises)’ standardization is needed. Third, government should recognize the factors influencing on standardization policy, which are product life cycle, industry characteristics and structure, regulation, procurement policy, Innovation speed, standardization process, globalization, targets for standardization, etc. More specitically. government should design the optimal mix among innovation speed, standardization process, and the quality of standards. Lastly, as the international standards has been more important than the national standards due to globalization and network economy, we emphasize the balance between national standards and international ones.
