사회복지와 인적자원 개발 = Social Welfare and Development of Human Resources

국문 초록 (Abstract)

본고는 사회복지 환경의 급격한 변화 속에서 정부의 사회복지 인적자원 개발 계획이 어떠한 것인가를 살펴보고자 하였다. 서비스산업으로서의 복지 인력의 수급 계획은 국가적 중요한 과제임에도 현실적으로 전혀 중요한 과제로 다루어지지 않고 있음을 알 수 있었다. 다만 최근 보건복지부가 사회투자정책을 사회복지 정책의 기조로 채택한 듯 사회서비스 확충과 그에 따른 인적 자원 개발 계획을 밝히고 있어서 주목된다. 하지만 이러한 변화에 대한 사회복지계의 준비는 매우 미흡하기에 그에 대한 대안으로 블루오션 개념에 의한 사회서비스의 가치 혁신 필요성과 그 방법을 제시하였다.

다국어 초록 (Multilingual Abstract)

This paper examines national planning for development of human capitals in general as well as in terms of social welfare manpower. It was learned that the manpower planning in the area of social services had been at minimum at the national lever so far, despite the necessity and importance of needed such manpower. However, as peoples' high demand of quality service increase, the Ministry of Health and Welfare recently has announced social investment policy for the betterment of social service practice. It it is believed that social service paradigm would face a new and tremendous challenges for government and for the practitioners as well as schools which educate and train social service manpower. Some Blue Ocean concepts and strategies toward adaptation to the changing paradigm of social services in Korea are suggested for those who are concerned.
