박근혜 정부의 대북정책과 남북관계 = Park Geun-hye Government's North Korean Policy and the Trust-Building Process

국문 초록 (Abstract)

이 글은 박근혜 정부의 대북정책인 ‘한반도 신뢰프로세스’를 분석하고 이것이 남북관계에 어떠한 영향을 미칠 것인가를 추론해보는 데 목적이 있다. 이를 위해 북한 핵문제의 현황과 향후 남북관계가 어떠한 양상으로 전개될 것인가에 대한 시나리오를 제시하고 있다. 그리고 박근혜 정부가 ‘한반도 신뢰프로세스’를 추진해가는 데 있어 유의할 점도 제언해보려 한다.
‘한반도 신뢰프로세스’는 확고한 안보를 토대로 평화를 수호하고, 북한의 모든 도발에는 대가를 치르도록 하는 한편, 동시에 안정적인 남북관계를 발전시켜 평화를 만들어 나가고자 한다. 이를 토대로 남북한 주민 모두의 행복이 보장되는 새로운 한반도를 만들어 나가는 것과 아울러 한반도의 평화통일에의 기반을 구축하려는 것이 신뢰프로세스의 궁극적인 목표이다.
한반도의 ‘신뢰외교’는 균형정책을 취하고 있다. 즉, 안보와 대화의 병행, 남북대화와 국제공조를 적절히 구사하는 한편, 때로는 대북 강경책을 때로는 유연한 정책을 운용함으로써 남북한 사이에 신뢰를 구축해가겠다는 것이다. 이러한 상호 신뢰의 토대 위에서 남북한의 진정한 평화구축이 가능하고, 장기적으로 평화 통일을 추구해나갈 수 있다는 것이 박근혜 정부의 ‘한반도 신뢰프로세스’의 핵심 구상이다.

다국어 초록 (Multilingual Abstract)

This article aims at analysing the 'Korean Peninsula Trust-building Process' which is the Park Geun-hye Government's North Korean policy and predicting its impact on the relationship between the North and South. For this purpose, the article explores the present situation of North Korean nuclear issues and suggests three scenarios on how to develop the future inter-Korean relations. It also tries to recommend some attentive points in propelling the 'Korean Peninsula Trust-building Process.'
In implementing the 'Korean Peninsula Trust-building Process', peace is to be safeguarded on the basis of a firm and resolute security posture. All provocations are to result in commensurate costs. At the same time, peace will be made along with the stable development of inter-Korean relations. The ultimate goal of the trust building process is to usher in a new Korean Peninsula where the happiness of all its inhabitants in the North and South is assured and to build a base of peaceful unification on the Korean Peninsula in the future.
'Trustpolitik'on the Korean Peninsula makes efforts to take an alignment policy, which would involve aligning South Korea's security with its dialogue with the North and inter-Korean dialogue with parallel international efforts. An alignment policy would entail sometimes assuming a tough line against North Korea and would be a flexible policy open to negotiations other times. It will, over time, reinforce trust between the two Koreas. Thus the main idea of the Park Government's the 'Korean Peninsula Trust-Building Process' is to be able to advance a true peace building and a peaceful unification over a long period on the basis of such mutual trust between the North and South.
